PLANNING COMMISSION ACTION <br /> The Planning Commission reviewed this project as a consent item at its meeting on July 8, <br /> 2015. Detailed information on this meeting is provided in Attachment 3, excerpts of the <br /> Planning Commission minutes. No members of the public spoke at the Planning <br /> Commission hearing. The Commission recommended approval of the applications by a 5-0 <br /> vote subject to staff's recommended conditions, provided the agenda report to the City <br /> Council provided an analysis on the project's relative impacts compared to the previously <br /> approved project. <br /> DISCUSSION <br /> The attached Planning Commission staff report (Attachment 4) presents a more thorough <br /> discussion of the project, including: General Plan conformity, zoning and uses, site plan, <br /> floor-area-ratio, parking and circulation, grading and drainage, building design, noise, the <br /> health risk assessment, lighting, the existing Affordable Housing Agreement, conformance <br /> with green building and Climate Action Plan requirements, and landscaping. <br /> Growth Management <br /> The Growth Management Agreement, signed by pertinent parties on September 7, 2010, <br /> indicates that 241 units of the 635 units proposed at the time were designated as <br /> residential for purposes of growth management (generally based on the assumption that <br /> the "impact" of the units in relative terms is about 38% that of conventional multi-family <br /> residential units)'. Staff had previously spent significant time coordinating with the <br /> applicant and reviewing guidelines from the State to determine the appropriate number of <br /> units to categorize as "residential" since residential care facilities are generally considered <br /> to be commercial units by the State. <br /> As part of the current request to modify the north phase, the Planning Commission <br /> requested that Staff provide an updated growth management analysis.
