BACKGROUND <br />The City's formal involvement in economic development began when the City Council <br />formed the Economic Development Advisory Committee (EDAC) in 1992 (Resolution <br />No. 92 -230). The first members were subsequently appointed in 1993 (Resolution No. <br />93 -111); that resolution also clarified the committee's role and scope. <br />Since then, the City Council has revised the committee's operating procedures to clarity <br />some administrative details such as calling of special meetings, replacement of <br />members, and the selection of officers. Notably, on December 9, 1997 (Resolution 97- <br />142) the City Council changed the name of the committee to Economic Vitality <br />Committee. Subsequent action by the City Council (Resolution Nos. 98-47, 03 -064, 08- <br />214 and 12 -559) have modified the membership categories and addressed the number <br />of appointees to each membership category. <br />DISCUSSION <br />The primary mission of the EVC is to assess the current and ongoing business climate, <br />to offer suggestions, and submit recommendations to the City Council intended to <br />maintain a strong and diverse economic base in Pleasanton. <br />Adjustments to the EVC membership categories have been made in the past to ensure <br />input from the different business segments. For example, in 1997 the categories of <br />software, biomedical and telecommunications were added; in 2003, commercial service, <br />professional service, infrastructure and business park were added; in 2008, based on <br />the growing Pleasanton and Tri- Valley market, Commercial Real Estate Developer, <br />Residential Real Estate Broker, Community-Based Organization and Business at Large <br />were added; and in 2012, Hacienda, Alameda County Fairgrounds and Stoneridge <br />Shopping Center were specifically noted as representatives, and a few categories were <br />combined to be more reflective of changing industry segments. <br />Along with changes to the representatives, over the years the EVC meeting schedule <br />changed from quarterly sessions to bi- monthly meetings as it is today. As the current bi- <br />monthly schedule has, on occasion, precluded the EVC from commenting within the <br />timeframe of a project and the committee members desire to ensure the EVC's ability to <br />provide timely input on issues that impact the city's economic climate, the EVC <br />recommends to the City Council the committee schedule be changed to allow for <br />monthly meetings. The resolution that governs the EVC would be changed as noted <br />below: <br />Section 5: The Committee shall hold regular meetings as follows: <br />The Committee shall meet <br />monthly with the time and place and date set by the Committee. <br />In addition, staff has noted that language in the existing resolution does not match the <br />current process in regard to selection of representatives from local business <br />organizations in that the assignment of the representative by the organization's board of <br />Page 2 of 4 <br />
