1 1 Sec. 2 . 5 Categorical Exemption . Categorical Exemption means an exemption from the requirement for the preparation of an environmental impact report for a class of projects based on a finding hereunder that the class of projects does not have a significant effect on the environment . Sec . 2 .6 City of Pleasanton . City of Pleasanton (City) includes City or where appropriate, boards , commissions , officers and fees of the City as well as the City Council when designated by ordinance or resolution of City Council . Sec . 2 . 7 Council . Council means the City Council for the City of Pleasanton. Sec . 2 . 8 Director . Director means the Director of Community Dev- elopment for the City of Pleasanton . 1 Sec . 2 .9 Discretionary Project . Discretionary Project means an activity defined as a project which requires the exercise of judgment , deliberation, or discretion in the process of approving or disapproving a particular activity, as dis- tinquished from situations where only a determination as to whether there has been conformity with applicable statutes , ordinances , or regulations is involved . Sec . 2 . 10 Emergency . Emergency means a sudden unexpected occurrence demanding immediate action to prevent or mitigate loss or damage to life , health, property , or essential public services . Sec . 2 . 11 Environment . Environment means the physical conditions which exist in the area which will be affected by a proposed project including land , air, water, minerals , flora, fauna, ambient noise , objects of historic or aesthetic significance . Sec. 2 . 12 Environmental Documents . Environmental documents means draft and final EIR' s , initial studies , Negative. Declara- tions , notices of completion, and notices of determination . 1 Sec . 2 . 13 EIR - Environmental ,Impact Report . Environmental Impact Report (EIR) means a detailed statement setting forth the environmental effects and considerations pertaining to a project as specified in Section 21100 of the California Environmental Quality Act . (a) Draft EIR means an EIR containing the information spec- ified in Section 7 .2 , 7 . 3 , and 7 .4 of these Guidelines . 1 (b ) Final EIR means an EIR containing the information spec- ified in Section 7 . 2 , 7 . 3 , and 7 , 4 of these Guidelines , a section for comments received in the consultation ® process , and the response of the City to the comments received .
