1 <br /> 1 <br /> Sec. 2 . 5 Categorical Exemption . Categorical Exemption means an <br /> exemption from the requirement for the preparation of an <br /> environmental impact report for a class of projects based <br /> on a finding hereunder that the class of projects does not <br /> have a significant effect on the environment . <br /> Sec . 2 .6 City of Pleasanton . City of Pleasanton (City) includes <br /> City or where appropriate, boards , commissions , officers <br /> and fees of the City as well as the City Council when <br /> designated by ordinance or resolution of City Council . <br /> Sec . 2 . 7 Council . Council means the City Council for the City of <br /> Pleasanton. <br /> Sec . 2 . 8 Director . Director means the Director of Community Dev- <br /> elopment for the City of Pleasanton . <br /> 1 Sec . 2 .9 Discretionary Project . Discretionary Project means an <br /> activity defined as a project which requires the exercise <br /> of judgment , deliberation, or discretion in the process of <br /> approving or disapproving a particular activity, as dis- <br /> tinquished from situations where only a determination as <br /> to whether there has been conformity with applicable <br /> statutes , ordinances , or regulations is involved . <br /> Sec . 2 . 10 Emergency . Emergency means a sudden unexpected occurrence <br /> demanding immediate action to prevent or mitigate loss or <br /> damage to life , health, property , or essential public <br /> services . <br /> Sec . 2 . 11 Environment . Environment means the physical conditions <br /> which exist in the area which will be affected by a proposed <br /> project including land , air, water, minerals , flora, fauna, <br /> ambient noise , objects of historic or aesthetic significance . <br /> Sec. 2 . 12 Environmental Documents . Environmental documents means <br /> draft and final EIR' s , initial studies , Negative. Declara- <br /> tions , notices of completion, and notices of determination . <br /> 1 Sec . 2 . 13 EIR - Environmental ,Impact Report . Environmental Impact <br /> Report (EIR) means a detailed statement setting forth the <br /> environmental effects and considerations pertaining to a <br /> project as specified in Section 21100 of the California <br /> Environmental Quality Act . <br /> (a) Draft EIR means an EIR containing the information spec- <br /> ified in Section 7 .2 , 7 . 3 , and 7 .4 of these Guidelines . <br /> 1 (b ) Final EIR means an EIR containing the information spec- <br /> ified in Section 7 . 2 , 7 . 3 , and 7 , 4 of these Guidelines , <br /> a section for comments received in the consultation <br />® process , and the response of the City to the comments <br /> received .
