I 7 <br /> I <br /> Sec . 2 . 14 EIS - Environmental Impact Statement . Environmental Impact <br /> I Statement (EIS) means an environmental impact report pre- <br /> pared pursuant to the National Environmental Policy Act <br /> (NEPA) . The Federal Government uses the term EIS in the <br /> I ' place of the term EIR which is used in CEQA. <br /> Sec . 2 . 15 Feasible . Feasible means capable of being accomplished in <br /> 1 a successful manner by reasonably available , economic and <br /> workable means . <br /> Sec . 2 . 16 Guidelines . Guidelines means Section 15000 et seq. of <br /> the California Administrative Code . <br /> Sec. 2 .17 Initial Study. Initial study means a preliminary analysis <br /> I prepared by the lead agency pursuant to Section 3 .3(b) to <br /> determine whether an EIR or negative declaration must be <br /> prepared . <br /> Sec . 2 . 18 Lead Agency . Lead Agency means the public agency which has <br /> the principal responsibility for carrying out or approving <br /> a project which may have a significant effect on the envi- <br /> ronment . <br /> Sec . 2 . 19 Local Agency . Local agency means any public agency other <br /> I than a state agency, board or commission. Local agency <br /> includes but is not limited to cities , counties , charter <br /> cities and counties , special districts , redevelopment <br /> I agencies and any board, commission, or organizational <br /> subdivision of a local agency when so designated by <br /> order or resolution of the governing legislative body <br /> of the local agency . <br /> ISec . 2 . 20 Ministerial Projects . Ministerial projects as a general <br /> rule, include those activities defined as projects which <br /> I are undertaken or approved by a governmental decision which <br /> a public officer or public agency makes upon a given state <br /> of facts in a prescribed manner in obedience to the mandate <br /> of legal authority . With these projects , action is required <br /> I upon the given facts without regard to the judgment or <br /> opinion of the officer or body concerning the propriety or <br /> wisdom of the act although the statute, ordinance , or regu- <br /> I lation may require, in some degree , a construction of its <br /> language by the officer or body . <br /> I Sec. 2 . 21 Negative Declaration. Negative declaration means a statement <br /> by the lead agency briefly presenting the reasons that the <br /> project , although not otherwise exempt , would not have a <br /> significant effect on the environment and therefore does <br /> Inot require an EIR. <br /> Sec . 2 . 22 Notice of Completion. Notice of Completion means a brief <br /> I report filed with the Secretary for Resources as soon as <br /> a lead agency has completed a draft EIR and is prepared <br /> to send out copies for review. The contents of this notice <br /> IIare explained in Section 5 .5 (b) (6) . <br /> -4- <br />
