I <br /> I <br /> a project to determine whether it may have a significant <br /> I effect on the environment , examine and institute methods <br /> of reducing adverse impacts , and consider alternatives to <br /> the project as proposed. These things must be done prior <br /> to approval or disapproval of the project . An EIR may not <br /> be used as an instrument to rationalize approval of a <br /> project , nor do indications of adverse impact , as enunci- <br /> ated in an EIR, require that a project be disapproved - <br /> 1 the City retains existing authority to balance environmental <br /> objectives with economic and social objectives . <br /> I Sec . 1 . 3 Early Preparation . An EIR is a useful planning tool to <br /> enable environmental constraints and opportunities to be <br /> considered before project plans are finalized. EIR 's should <br /> be prepared as early in the planning process as possible <br /> 1 to enable environmental considerations to influence project <br /> program or design. <br /> 1 Sec . 1 .4 Assumptions . The criteria and procedures herein assume <br /> that the City of Pleasanton is the responsible agency as <br /> defined herein or has been designated the lead agency as <br /> 1 defined herein and consistent with the Guidelines . <br /> Article 2 <br /> 1 Definitions <br /> I Sec . 2 .1 General . Whenever the following words are used herein, <br /> unless otherwise defined, they shall have the meaning as- <br /> cribed to them in this article . These definitions are <br /> intended to clarify but not to replace or negate the de- <br /> finitionstused in CEQA. <br /> Sec. 2 .2 Applicant . Applicant means a person who proposed to carry <br /> I out a project which needs a lease , permit , license , certi- <br /> ficate , or other entitlement to use or financial assistance <br /> from one or more public agencies when that person applies <br /> 1 for the governmental approval or assistance . <br /> Sec . 2 . 3 Approval means the decision by a public agency which commits <br /> the agency to a definite course of action in regard to a <br /> project intended to be carried out by any person. In <br /> connection with private activities , approval occurs upon <br /> the earliest.: commitment to issue or the issuance by the <br /> 1 public agency of a discretionary contract , grant , subsidy , <br /> loan , or other form of financial assistance , lease , permit , <br /> license , certificate , or other entitlement for use of the <br /> Iproject . <br /> Sec . 2 .4 CEQA - California Environmental Quality Act . The California <br /> Environmental Quality Act (EQA) means California Public <br /> IResources Code Section 21000 through 21174 . <br /> II -2- <br />
