received from Ranger Pipelines Inc. of San Francisco, California. This is approximately <br /> 6% below the engineer's estimate for the base bid items. The additive bid item received <br /> from Ranger Pipeline was $45,000, the lowest additive bid item received. <br /> All bid documents received from Ranger Pipelines Inc. were found to be in order and past <br /> work performed by this contractor was verified to be satisfactory. Staff is recommending <br /> award of the construction contract to the lowest responsible bidder, Ranger Pipelines Inc. <br /> Consultant Services <br /> City staff will be responsible for all construction management, schedule and cost control, <br /> inspection, and will be the direct interface with residents and businesses affected by the <br /> project. However, staff is recommending the use of consultant support services during <br /> construction. Below are brief descriptions of the services needed, the staff <br /> recommendation on who or what firm to hire to provide those service, and the not-to- <br /> exceed estimated cost of those services: <br /> • A resident field engineer will be on-site and working directly with the contractor <br /> throughout the construction. The resident engineer will be the first point of contact <br /> for the contractor regarding interpretation of the plans and specifications. The <br /> resident engineer will work with the contractor to review utility potholing data and <br /> lay-out the alignment of the new pipeline prior to excavation. This will include <br /> working with the contractor to ensure that material and fittings are on hand to <br /> avoid conflicting utilities in order to limit the amount of time excavations must stay <br /> open. If issues or conflicts with existing utilities are discovered that require <br /> modification of the plans, this field engineer will be able to make sure these items <br /> are addressed promptly before excavation to avoid costly delays. <br /> • Staff recommends Bill Carlson from Carlson Management, Inc. to perform these <br /> services. Bill has worked with the City on many projects in the past, most recently <br /> the 1-580 and Foothill Interchange Improvement project and the 1-680 and Bernal <br /> Interchange Improvement project. Bill has proven to be trustworthy, detail <br /> oriented, very easy to work with, and good at interpreting plans and specifications <br /> when under pressure. Services will include maintenance of project <br /> documentation, supportive inspection services, review of pipe alignments and <br /> development of pipe profiles based on pothole information. The estimated contract <br /> cost is $422,600 based upon the 300 working days allowed in the construction <br /> contract and our estimate of how work will proceed (estimated schedule, number <br /> of work crews, night work, etc.). <br /> • Design engineer consultant services will be necessary to respond to any issues <br /> with the design discovered during construction, and to review all requests for <br /> clarification/information submitted by the contractor to ensure conformance with <br /> the design intent during construction. The design engineer will review all <br /> modifications to the plans as proposed by the contractor and the resident field <br /> engineer. The design engineer will also assist with the cathodic protection system <br /> inspection and check out, attend construction meetings as necessary, and assist <br /> as requested with change order reviews and as-built record drawings, etc. Staff is <br /> Page 4 of 6 <br />
