metering/monitoring stations will be constructed. The project also involves work within <br /> the City of Dublin as we convert the existing City of Pleasanton-owned potable water <br /> storage tank that is located on the hill east of Tassajara Road and north of North Dublin <br /> Ranch for recycled water use. The work in general is described below: <br /> • Installation of approximately 50,600 lineal feet of new 20-inch, 16-inch, 12-inch, 8-inch <br /> and 6-inch recycled water mains; 134 recycled water service connections; and various <br /> related appurtenances in northern Pleasanton (mostly in Hacienda Business Park). <br /> • The installation of pipeline will include potholing operations, traffic control, provision <br /> and implementation of water pollution control measures, trenching and backfill <br /> operations, pipeline testing and disinfection, pavement restoration, landscaping <br /> restoration and other related work. <br /> • Installation of two interconnections with existing recycled water systems (DSRSD and <br /> City of Livermore), including piping connections, pipeline flushing, flow control and <br /> metering station facilities, and related site and appurtenant work. <br /> • Installation of approximately 1,400 lineal feet of directionally drilled 16-inch recycled <br /> water pipeline beneath the Arroyo Mocho to deliver recycled water to the Sports Park <br /> and Tennis Center. <br /> • Installation of two interconnections of existing pipelines in Dublin Boulevard at <br /> Tassajara Road and Fallon Road in Dublin including potholing operations, traffic <br /> control, provision and implementation of water pollution control measures, trenching <br /> and backfill operations, pipeline flushing and testing, pavement restoration, <br /> landscaping restoration and other related work. These interconnections will connect <br /> to the potable water tank that will be converted to recycled water in Dublin. <br /> • Installation of approximately 2,400 lineal feet of 12-inch potable water pipe in Santa <br /> Rita Road including potholing operations, traffic control, provision and implementation <br /> of water pollution control measures, trenching and backfill operations, pipeline <br /> flushing and testing, pavement restoration, landscaping restoration and other related <br /> work. <br /> • Various abandonments associated with conversion of existing potable water lines to <br /> recycled water service will be necessary. <br /> • There is also an additive bid item that includes the burial of electrical conduit(s) in <br /> most of the trench line that could be used in the future. <br /> DISCUSSION <br /> Project Construction <br /> Seven bids were received ranging from $14,814,563.25 to $20,034,308.70. (See <br /> Attachment 6). Add Alternative bid items were also received with the additive bids <br /> ranging from $45,000 to $570,000. The total engineer's estimate for the base bid for the <br /> project was $15.7 million, while the additive bid item were estimated at $300,000. One of <br /> the seven bids received was determined to be non-responsive because of missing <br /> required Disadvantaged Business Enterprises (DBE) good faith effort documents proving <br /> outreach to DBEs for subcontracting opportunities. These DBE good faith effort <br /> documents are a requirement of the CWSRF. <br /> Per project documents, the ranking of the bids for project award purposes will be by the <br /> lowest of the total base bid items.
