recommending that RMC Water and Environment be retained for these services
during the construction. The estimated contract cost is $297,642.
• Material and geotechnical testing and observation during trenching and backfill
operations are also necessary. These services are required to ensure proper
backfill and compaction of the trench line. By testing the compaction of the native
backfill material, as well as any import backfill material, we hope to avoid any
future settling or other distorting of the trench line. This will protect both the
pipeline integrity and the roadway surface. Staff is recommending the use of one
of our on-call geotechnical consultants, ENGEO Incorporated to provide the
testing at an estimated cost of$67,650.
• Biological monitoring is required by the environmental report for the project and by
the California Fish and Wildlife Department Streambed Alteration Agreement in the
area of the Arroyo Mocho undercrossing. Staff is recommending Pacific Biology
provide these services. Pacific Biology has worked successfully for the City in the
past providing similar services, and has long history of working successfully with
resource agencies. Staff is recommending Pacific Biology be retained to provide
all the monitoring and reporting required for the project at an estimated contract
cost of$69,540.
• There are known (and possible unknown) ancient burial sites in the vicinity of the
proposed pipeline construction. During the construction it is required that an
archeologist be on site during excavation in the vicinity of the known burial sites.
It is also required that we have an archeologist on-call and available should we
discover burial sites during construction. Staff is recommending SMB
Environmental, Inc be retained for the services at an estimated cost of$10,000.
Budget
In addition to the construction contract and consultant agreement amounts, staff
recommends that the construction contingency amount for this project be set at
approximately 10% of the construction contract amount. This contingency will be used in
the event that issues arise during the project, such as the potential for unforeseen utilities
and objects encountered during excavation.
Schedule
The proposed schedule for the subject project is as follows:
Approval of Plans and Specifications and Award of Contract June 16, 2015
Start of Construction (300 working days) July 2015
Recycled Water to the Sports Park (150 working days) December 2015
End of Construction July 2016
