Approve the proposal for First Amendment to the Agreement with RMC Water and <br /> Environment, the project designer, to provide construction support services, in a <br /> not-to-exceed amount of$297,642 (Attachment 2). <br /> 5. Approve the proposal from ENGEO Incorporated of San Ramon, to provide <br /> geotechnical testing, material testing and special inspection services during <br /> construction in a not-to-exceed amount of$67,650 (Attachment 3). <br /> 6. Approve the proposal from Pacific Biology of Albany, to provide the biological <br /> monitoring and reporting services during construction that were identified and <br /> required by the environmental review process in a not-to-exceed amount of <br /> $69,540 (Attachment 4). <br /> 7. Approve the proposal from SMB Environmental, Inc. to provide archeological <br /> monitoring and reporting services during construction in a not-to-exceed amount of <br /> $10,000 (Attachment 5). <br /> 8. Authorize the City Manager to enter into the project contracts and agreements for <br /> items two through seven, each in a form approved by the City Attorney. <br /> 9. Authorize the Director of Community Development to approve and execute any <br /> required contract change order(s) for a not-to-exceed contingency amount of <br /> $1,490,000 (approximately 10% of the construction contract) for necessary work to <br /> complete the project. <br /> FINANCIAL STATEMENT <br /> The anticipated expenditure for all agreements identified in this report, including the <br /> project contingency, is $17,216,995. The source of funds for the work is a 1% interest <br /> loan from the State's Clean Water State Revolving Fund (CWSRF) administered by the <br /> State Water Resources Control Board. <br /> BACKGROUND <br /> On September 2, 2014, City Council approved a consultant agreement with RMC Water <br /> and Environment, to prepare complete construction documents for the Recycled Water <br /> Infrastructure Expansion — Phase 1A as outlined in the Recycled Water Feasibility Study, <br /> approved by City Council on November 5, 2013. <br /> Working closely with City staff, RMC Water and Environment completed the final plans <br /> and specifications on March 16, 2015. The project was advertised for construction bid on <br /> March 21, 2015. Bids were opened on May 7, 2015. <br /> This is a significant project that the City will be undertaking. It involves the installation of <br /> approximately ten miles of various sized pipeline in existing streets, mostly within the <br /> Hacienda Business Park. Recycled water will be obtained from DSRSD and the City of <br /> Livermore, so the project, includes two connections to their existing recycled water <br /> infrastructure; one close to the DSRSD treatment plant in Pleasanton, the other close to <br /> the outlet malls in Livermore.
