THE CITY OF 8 -� CITY COUNCIL AGENDA REPORT pLEASANTONe June 16, 2015 Community Development Operations Services TITLE: CONSIDER AND APPROVE VARIOUS CONSTRUCTION AGREEMENTS (INCLUDING THOSE WITH RANGER PIPELINES, INC., CARLSON MANAGEMENT INC., RMC WATER AND ENVIRONMENT, ENGEO INC., PACIFIC BIOLOGY, AND SMB ENVIRONMENTAL INC REQUIRED FOR THE CONSTRUCTION OF THE RECYCLED WATER INFRASTRUCTURE EXPANSION — PHASE 1A PROJECT, CIP NO. 141026 SUMMARY On November 5, of 2013 the City Council approved the Recycled Water Feasibility Study (RWFS) and authorized staff to begin the environmental review and to seek loans and grants to fund the implementation of RWFS. In September of 2014 Council certified the required environmental review documents and authorized a contract with RMC Water and Environment to design and prepare construction documents for what is identified as Phase 1A in the RWFS. Also in September 2014, City Council authorized application for a 1% interest loan from California's Clean Water State Revolving Fund (CWSRF). Construction bid documents were complete and advertised for public bid in March 2015. On May 7, 2014 construction bids were received with the lowest responsive and responsible bidder being Ranger Pipelines, Inc. of San Francisco. In June, 2015 the State Water Resources Control Board approved a $19,875,720 loan. Staff has also identified the need for consultant services during the construction of the project. These services include resident field engineering services, additional design consultant services, geotechnical engineering services, biological monitoring and archeological monitoring during the construction of the project. Through the appropriate request qualification processes, staff has selected and negotiated contracts with consultants with the needed expertise to provide these services. Staff is recommending that City Council award the construction contract to Ranger Pipelines Inc., and authorize the City Manager to enter into contract with Ranger Pipelines and the agreements with the various needed consultants. RECOMMENDATION 1. Approve plans and specifications for this project. 2. Review the construction bids and award the construction contract to the lowest responsive and responsible bidder Ranger Pipelines, Inc. of San Francisco, in the amount of$14,859,563. 3. Approve the proposal from Carlson Management Incorporated of San Francisco, to provide resident field engineering services during construction in a not-to- exceed amount of $422,600 (Attachment 1).
