Growth Management <br /> In March 2014, the City Council approved a Growth Management Agreement for the <br /> previous 177-unit apartment development. As stated in Section 17.36.100 of the <br /> Pleasanton Municipal Code, a modified project that has already been granted <br /> allocations can retain those older allocations. Therefore, no new growth management <br /> allocation is needed for the current proposal. <br /> HOUSING COMMISSION ACTION <br /> At its April 16, 2015, meeting, the Housing Commission approved the agreement <br /> described above. The Housing Commission Agenda Report and draft minutes of the <br /> Housing Commission meeting are included in Attachment 8. <br /> PLANNING COMMISSION ACTION <br /> The Planning Commission held a public hearing on May 13, 2015, to review the <br /> proposed project. Detailed information on this meeting is provided in Attachment 7, <br /> draft excerpts of the Planning Commission minutes. At the hearing George Bowen, <br /> representing the Parkside community, spoke in support of the proposed project. <br /> James Paxson, Hacienda General Manager, also spoke in favor of the project. After <br /> receiving public testimony, the Commission unanimously voted to recommend the <br /> project to the City Council. <br /> DISCUSSION <br /> With the implementation of conditions of approval, staff is satisfied with the site design, <br /> density, housing product, building design, and open space/amenities. The attached <br /> Planning Commission staff report presents a more thorough discussion of the project, <br /> including: General Plan conformity, zoning and uses, conformity with the Standards and <br /> Guidelines, site plan, traffic and circulation, parking, noise, grading and drainage, <br /> building design, Green Building, Climate Action Plan, school impacts, landscaping, tree <br /> removal, and affordable housing. <br /> PUD FINDINGS <br /> Please refer to the attached Planning Commission staff report, pages 21-24 for a <br /> discussion of the considerations needed to approve the proposed PUD Development <br /> Plan. <br /> PUBLIC NOTICE <br /> Notices regarding the public hearing were mailed to the surrounding property owners <br /> and tenants within a 1,000-foot radius of the project site. At the time this report was <br /> prepared staff had not received any comments or concerns. <br /> ENVIRONMENTAL ASSESSMENT <br /> On January 4, 2012, the City Council certified a SEIR and adopted the CEQA Findings <br /> and a Statement of Overriding Considerations for the Housing Element Update and <br /> Climate Action Plan General Plan Amendment and Rezonings. This SEIR was a <br /> supplement to the EIR prepared for the Pleasanton 2005-2025 General Plan, which was <br /> certified in July 2009. The subject property was one of 21 potential housing sites <br /> analyzed in the SEIR. CEQA requires that a lead agency shall prepare an Addendum <br /> Page 8 of 10 <br />
