to a previously certified EIR if only minor changes or additions are required to reflect the <br /> evaluation of a changed project. After certification of the SEIR, the City prepared an <br /> Addendum (2014 Addendum) to the SEIR analyzing the effects of development of 177 <br /> multi-family housing units on the project site. <br /> A memo was prepared by FirstCarbon Solutions (attached as Attachment 9) to evaluate <br /> the currently proposed project. The memo, which is considered a second Addendum to <br /> the SEIR, concluded that potential environmental impacts from the current project would <br /> be substantially similar to or reduced as compared to those disclosed in the 2014 <br /> Addendum. As such, with the implementation of mitigation identified in the 2014 <br /> Addendum and discussed therein, the current project would not result in any impacts <br /> beyond those considered in the Supplemental EIR. Therefore, the 2014 Addendum, in <br /> combination with this memo, satisfies the requirements of CEQA for the current project <br /> and no further environmental analysis is warranted. <br /> The SEIR included a Statement of Overriding Considerations for two significant and <br /> unavoidable impacts: development that would result from the General Plan Amendment <br /> and rezonings could potentially add traffic to two regional roadway segments such that <br /> that they would operate unacceptably under Cumulative Plus Project conditions; and <br /> development that would result from the General Plan Amendment and rezonings has <br /> the potential to adversely change the significance of historic resources ( staff notes that <br /> the subject site was not one of the housing sites that contained older structures that <br /> may be historic). The Council needs to make the same Statement of Overriding <br /> Considerations for this project. <br /> CONCLUSION <br /> Staffs analysis concludes that the project is consistent with the Housing Site <br /> Development Standards and Design Guidelines, with the exceptions referred to in this <br /> report, and is consistent with City policies for creating higher-density housing near <br /> transportation corridors. Staff believes that the proposed site plan and positioning of the <br /> buildings are appropriate for the subject property. The applicant has included an <br /> adequate amount of usable open space and landscaped areas within the project given <br /> the site constraints. Staff finds the building design to be attractive and that the <br /> architectural style, finish colors, and materials will complement the surrounding <br /> neighborhood.
