The initial appointments to the housing authority commission shall be <br /> those persons serving on the housing commission as that commission existed on the effective date hereof. <br /> Thereafter, members to the housing authority commission shall be appointed as provided in the adopted city <br /> council resolution establishing procedures for appointments to city boards and commissions. <br /> C. Qualifications. <br /> 1. All members must be Pleasanton residents. <br /> 2. Two members shall be residents of projects operated by the housing authority, one of whom shall <br /> be 62 years of age or older. When qualified applicants are available, the two members shall be from different <br /> projects. <br /> D. Terms. The members shall serve their terms consistent with the city council resolution concerning <br /> term limits for commission members; provided, however,that the project resident member(s)shall serve no more <br /> than two two-year terms. Except for the actions specifically reserved to the board of directors in Section 2.36.020(E)of this <br /> chapter, the housing authority commission shall be empowered to take any action as required by federal or state <br /> law to carry on the business of the housing authority. <br /> B. All powers in this section shall pertain to future housing projects governed by the housing <br /> authority, provided the board of directors and/or city council has approved such action. (Ord. 1674 § 3, 1996; <br /> Ord. 1619 § 1, 1994;Ord. 1298 § 4, 1987) <br /> 2.36.035 Appeal from housing commission decisions. <br /> A. Action Memorandum. Within 10 calendar days from the date of any housing commission meeting, <br /> the director shall, if directed by the city council or the board of directors,provide each boardmember with an <br /> action memorandum identifying each formal action taken by the commission and the vote thereon. <br /> B. Who Can Appeal. Any interested person, including any tenant of the housing authority, any city <br /> councilmember, any member of the board of directors, any housing commissioner and the executive director, <br /> may appeal a decision of the housing commission. <br /> C. Time Limit. All decisions of the housing commission shall become final unless appealed within 15 <br /> calendar days from the date of commission action. <br /> D. Form of Appeal. Each appeal shall be submitted in writing to the executive director and shall state <br /> the name and address of the appellant. Each appeal shall specifically identify the commission decision being <br /> appealed and shall include an alternate decision proposed by the appellant. The appeal may include a statement <br /> of reasons in support of the appeal. <br /> E. Board of Directors' Review. <br /> 1. Upon receipt of an appeal, and enough additional information for the board to adequately review <br /> the commission's decision,the chairman of the board of directors shall call a special meeting of the board of <br /> directors.Normally the special meeting shall be scheduled to coincide with a regularly scheduled city council <br /> meeting. <br /> 2.
