Chapter 2.36 HOUSING AUTHORITY Page 1 of 4 <br /> Pleasanton Municipal Code <br /> Up Previous Next Main Collapse Search Print No Frames <br /> Title 2 ADMINISTRATION AND PERSONNEL <br /> Chapter 2.36 HOUSING AUTHORITY <br /> 2.36.010 Created. <br /> The housing authority of the city created by resolution of the city council in 1943 is established by <br /> ordinance in accordance with Section 34201 et seq., of the Health and Safety Code. (Ord. 1217 § I, 1985; prior <br /> code § 1-3.33.05) <br /> 2.36.020 Board of directors. <br /> A. Establishment. There shall be a board of directors of the housing authority of the city consisting of <br /> the five members of the city council. All rights, powers, duties, privileges and immunities of the authority, <br /> except as otherwise expressly provided by local ordinance or state law, are vested in the board of directors. <br /> B. Officers. The chairperson of the board of directors shall be the mayor of the city. The vice <br /> chairperson shall be the vice mayor. <br /> C. Meetings. Meetings shall comply in all respects with Section 54950 et seq., of the Government <br /> Code, commonly known as the Ralph M. Brown Act. The board of directors shall hold an annual meeting any <br /> time between March 1st and June 30th to consider the budget. The chair or any three members of the board of <br /> directors may call a special meeting; provided, however, the only business transacted shall be limited to items <br /> and subjects set forth in the notice of special meeting and written notice shall be given 48 hours in advance of the <br /> special meeting to the following: each member of the board, local newspapers of general circulation, and anyone <br /> who has filed a written request for notice. <br /> D. Rules of Procedure. Rules of procedure shall be as provided for the conduct of business for the city <br /> council, except as specifically provided otherwise by the Housing Authorities Law of California(Health and <br /> Safety Code Section 34200 et seq.)or by resolution of the board of directors. <br /> E. Delegation of Authority. All powers of the board of directors are delegated to the housing authority <br /> commission except as reserved in this subsection. The following actions of the housing authority commission <br /> shall not be final until reviewed and approved by the board of directors: <br /> 1. Approval of the annual budget for Kottinger Place; <br /> 2. Acquisition of real property; <br /> 3. Issuance of long-term debt or bonds; <br /> 4. Appointment of the executive director, legal counsel and any employees of the authority; <br /> 5. Initiation or defense of legal action; <br /> 6. Any other action of the housing authority commission which is appealed in accordance with Section <br /> 2.36.035 of this chapter. There shall be a housing authority commission of the housing authority of the city <br /> consisting of seven members to be called the housing authority commission.
