The Task Force has held 18 meetings since <br /> its creation in 2012. We have been presented extensive information on the Plan Area and have <br /> heard many comments pro and con from Task Force members and community members <br /> regarding the steps that constitute the Specific planning process. The Preliminary Draft East <br /> Pleasanton Specific Plan that is before you this evening is the result of those activities and has <br /> received overwhelming support of the task force members. <br /> In the next few paragraphs I would like to present you with my personal perspective on <br /> the methodology that this city has used to guide the orderly evolution of our community and my <br /> understanding of the key elements of the Plan and the process that will lead to an Adopted Fast <br /> Pleasanton Specific Plan. <br /> Future planning has always been a bell weather of the City of Pleasanton. Over the last <br /> 30 plus years,the City has continued to update the General Plan to address changing economic <br /> and demographic needs and has approved 10 Specific Plans. All of these have undergone a very <br /> public process. The results of these efforts are the community we live in today. We are a vibrant <br /> community with diverse residential neighborhoods, a dynamic and successful business <br /> community, an excellent school system, and a city with numerous public facilities and parks to <br /> serve its citizens. We should never fear the future. Nay saying is easy. Planning for the future <br /> requires a collective will to succeed. <br /> The preparation of the East Pleasanton Specific Plan(EPSP) was mandated by Pleasanton <br /> General Plan adopted in 2009. The EPSP will be the link to the overall General Plan policies. <br /> • The EPSP will establish development policy guide lines, identify infrastructure <br /> requirements, will set forth a financing plan and a phasing plan for development within <br /> the plan area. No development entitlements are approved during the Specific Planning <br /> process. The EPSP area encompasses 1110 acres. <br /> • Specific elements of the EPSP that will benefit the community as a whole are: <br /> o Completion of El Charro Road from Jack London Blvd to Stanley Blvd. will: <br /> • Reduce traffic congestion on Santa Rita Road and Valley Ave. <br /> • The extension will complete a regional transportation corridor from <br /> Tassajara Road to Stanley Blvd. <br />
