The City of Pleasanton has always prided its self as The City of Planned Progress. What <br /> you see in the Pleasanton Community today is a result of past community leaders that held fast <br /> to the saying: "How can we get it done?' They developed plans and strategies that evolved <br /> into all of our community assets. Not everyone has agreed with that approach but I do not see <br /> many citizens fleeing our community because of those actions. In fact it is those assets that <br /> attract many new families to Pleasanton. Each of the adopted specific plan areas over the last <br /> 30 years within our community continue to evolve. Amendments have occurred to meet <br /> market and community needs.The East Pleasanton Specific Plan is a long range vision for the <br /> project area. It is a frame work for the future. It will most likely be amended from time to time <br /> to meet the aforementioned activities. No specific entitlements will be enacted by this Specific <br /> Plan. Let's complete the environment process, make any modifications that will enhance the <br /> plan framework, and adopt a Final East Pleasanton Specific Plan.Then we can begin the work of <br /> developing a long range implementation program for the project area. Constructive community <br /> input should be welcomed as a way to continually making improvements to not only the Plan <br /> area and but the entire community of Pleasanton. Please take the time to study all available <br /> background materials that explain the community benefits and challenges of the EPSP. Also <br /> please review all current documents and reports from various agencies such as the Pleasanton <br /> Unified School District, East Bay Regional Park District, County of Alameda, Cities of Livermore <br /> and Dublin and others regional entities to understand how their planning activities might be <br /> integrated into EPSP area. <br /> Let us also realize that Pleasanton is a part of the larger Tri-Valley community.We <br /> cannot and should not continue to attempt to build a moat around the City. My definition of <br /> the East Pleasanton planning area in which the East Pleasanton Specific Plan is located is much <br /> larger. At a minimum, it stretches from Santa Rita Road/Valley Avenue/Bernal Avenue on the <br /> west,Vineyard Avenue on the south, Isabel Avenue/Route 84 on the east and Dublin Blvd/ <br /> North Canyons Parkway on the North. It includes parts of three cities. It includes one of the <br /> most significant mineral resource areas in Northern California. It includes large areas of <br /> residential, commercial,recreational, retail, natural resources, and transportation networks. <br /> This is a position I have continued to stress during my tenure as a Task Force member. For <br /> example;when you view the East Pleasanton Specific Plan area in this context, you quickly <br /> observe that the completion of El Charro Road is of regional importance to the valley wide <br /> transportation network. It also could be the location of a major transportation hub for the <br /> larger area.The East Pleasanton Area will be provided recycled water from the Livermore <br /> Wastewater Treatment facility to meet fire protection, landscape irrigation and other non <br /> potable water needs thus freeing up more potable water for public use not only in the plan area <br /> but to the city as a whole.This will continue to expand in the future. <br />
