( . <br /> Subject: Completion of the East Pleasanton Specific Plan <br /> On December 16,2014 I sent a memo to the Mayor and City Council members regarding <br /> the East Pleasanton Specific Plan. (See attached) I outlined the Planning process that the Task <br /> Force had undertaken, I presented my personal perspective on the planning process, and I <br /> outlined many of the specific benefits to the Community that are the integrated elements of <br /> the Draft Specific East Pleasanton Specific Plan. I continue to stand by those comments to this <br /> date.There seems to be a movement to halt the planning process. I see this as simply as an <br /> effort to"kick the can down the road". Initial planning efforts on this area began in 1998. <br /> These activities were halted in order to complete the Bernal Property Specific Plan. In 2006 <br /> several property owners in the plan area brought forth a land use proposal.At that time the <br /> Council &Planning Commission unanimously directed the Staff to start the development of a <br /> Specific Plan for the area. The General Plan process was under way and again the start of the <br /> Specific Planning Process was delayed until the adoption of the General Plan update in 2009. <br /> Further it wasn't until late summer of 2012 that the planning effort began with the <br /> appointment of a Task Force to begin the development of the East Pleasanton Specific Plan. <br /> Even at that time several citizens wanted to again "kick the can down the road" In December <br /> 2014 the council directed the staff to continue the planning effort and to complete the <br /> environmental documents for the planning area. <br /> The drought is the latest reason given for stopping the planning process. However this is <br /> the proper time to plan for the future and to develop a sustainable water supply for the future. <br /> The City has implemented a significant conservation process during this period and is <br /> recognized as a leader state wide. We should continue this effort. Likewise the 2015 Annual <br /> Review of Sustainable Water Supply for Zone 7 Water Agency dated April 15, 2015, indicates <br /> that the agency will be able to meet the water requirements of its retail users projections for <br /> the future even if drought conditions continue in future years.This information was presented <br /> to the Zone 7 Board of Directors as agenda item 9 at its April 15, meeting. Further there is a <br /> discussion in the Draft Environmental Impact Report for the East Pleasanton Specific Plan <br /> Project,Section 3.15 with regards potable water and recycled water that supports this <br /> conclusion. <br />
