el Wei <br /> PLEASANTON <br /> CHAMBER"! <br /> COMMERCE <br /> March 4, 2014 <br /> Honorable Mayor Thome and Council Members Brown, Cook-Kallio,Narum and Pentin <br /> C/o City Clerk City Hall <br /> 123 Main Street <br /> Pleasanton, CA 94566 <br /> RE: City Council Agenda Item 9, March 4, 2014 Review of RHNA; Update on East <br /> Pleasanton Specific Plan Process <br /> Dear Mayor and City Council members: <br /> On behalf of the Pleasanton Chamber of Commerce,we urge the City Council and staff to stay <br /> the course, complete the East Pleasanton Specific Plan EIR and proceed toward adoption of a <br /> specific plan for the east side as called for in our General Plan. <br /> While the sense of urgency over RHNA requirements may relax there's so much more purpose <br /> for a specific plan than just RHNA. <br /> To stop the planning process now would be a breach of faith with the citizens' task force who <br /> spent many months working diligently to complete a comprehensive plan with options. <br /> Further, it would arguably be a breach of contract with property owners who invested substantial <br /> time and money at the direction of the City. At the very least property owners may be due <br /> thousands of dollars,and Pleasanton's reputation as a place to do business suffers needlessly. <br /> Would not the City also likely face considerable legal risk and financial exposure should you <br /> elect to reverse direction from the General Plan that calls for a specific plan on the east side? <br /> Might not such a reversal result in a case of inverse condemnation for property owners who have <br /> been told by the City for years to wait for the East Side Plan as called for in the General Plan? <br /> To stop the process could also jeopardize the future of an important transportation project: the <br /> extension of El Charro Road to Stanley Boulevard. The Alameda County Transportation <br /> Commission(ACTC)has identified this project is a priority for future funding in the next <br /> county-wide transportation sales tax measure going to voters in November.
