- Shortly after the election, the newly constituted City Council reaffirmed the City's commitment
to completing the EPSP by a vote of 3-1 [Olson, who lives near the plan area abstained]
- In April the EPSP Draft EIR was released for public comment. The same vocal minority, opposed
to planning for the east side Is attempting to leverage the continued drought to derail the
process. Ironically, had California done a better job of planning for water storage, treatment and
conservation there'd be no discussion at all.
- Instead,Pleasanton, along with neighboring communities, led the way with water conservation
efforts in 2014 exceeding the 25%standard now mandated throughout the state.
- Timely planning by City Staff with support of the Council, new°purple pipe" projects are
underway to bring recycled water to Hacienda and the Ken Mercer Sports Park this year;
eventually to Callippe Preserve Golf Course as well. These areas alone previously accounted for
nearly 20%of our city's potable water consumption annually.
In truth, completing the EPSP in a timely manner still puts us years away from anything actually
happening on the East Side, and with continued thoughtful planning and innovation its impact on the
community can be'water neutral'or even'water positive'.
The Bernal property park is an excellent example of how long the planning process can take, and how
City leaders can respond to challenges as they arise. At least five years of planning preceded voter
approval in 2006. Now a full nine years later Phase 2 construction contracts have been awarded and
those contracts include drought provisions.
In closing, much like the Bernal property involved development to realize important community-wide
recreational goals, the EPSP is the means by which our community may realize long held dreams to
access the Chain of Lakes for recreational purposes, bring the Iron Horse Trail to Shadow Cliffs, the
Vineyard corridor, and on to Livermore wine country, while improving traffic circulation in north
Pleasanton.
We urge you to stay the course and complete the EPSP.
.. I
Sincerely,
•
ScotRaty
President/CEO
Cc: Nelson Fialho,City Manager
ii
