>/ - <br /> BACKGROUND <br /> The City seeks to improve the efficiency of business processes in the financial and <br /> human resources operations so as to improve service delivery internally and to the <br /> public. The current financial management system was implemented more than 25 <br /> years ago, and the human resources and payroll system was implemented <br /> approximately 12 years ago. In addition, there are separate systems for budgeting, <br /> cash receipts, asset tracking, and utility billing. The multiple non-integrated systems do <br /> not interface and in some cases are no longer supported by the vendor. This has <br /> resulted in additional work for staff and heavy reliance on Excel spreadsheets for day- <br /> to-day processes. <br /> To that end, the City posted a RFP in search of a technology partner to bring a robust <br /> product based on industry best practices. The objective was to identify, select, and <br /> implement a proven public sector finance, payroll, human resources (HR), and utility <br /> billing system to replace the City's existing stand-alone systems with a fully integrated, <br /> proven, state-of-the-art solution. <br /> The City selected Tyler Technologies to implement Munis Enterprise Resource Planning <br /> Solution based on experience, expertise, and qualifications. Tyler Technologies <br /> headquartered in Plano, Texas, and total revenue for 2014 of $493.1 million, has been <br /> providing information management solutions and services to local governments for 40 <br /> years. The company provides software and services to more than 11,000 local <br /> government offices throughout the United States. Tyler's Munis system is currently <br /> installed in over 50 public sector entities in California, including: <br /> • City of Richmond <br /> • City of Vista <br /> • City of Chino <br /> • City of Hayward <br /> • Town of Danville <br /> • City of Covina <br /> • City of Culver City <br /> • City of Tracy <br /> • City of Fremont <br /> • Mann County <br /> City staff spoke with Tyler's references, including some of the California cities listed, and <br /> Tyler was recommended by current public agency clients. <br /> DISCUSSION <br /> The recommended professional services agreement with Tyler Technologies includes <br /> the following: <br /> • Software installation and configuration <br /> • Financials <br /> • Payroll/HR <br /> • Revenue <br /> • Other modules and services as outlined in Attachment 3 <br /> Page 2 of 3 <br />
