Memo October 15, 2010
An ending date is more problematic as there is nothing recorded that can be used to define the
end date. There are 3 possibilities:
• The date expenditures for the project were suspended by the District and final payments
were made to close out the project—February 20, 1999 (FYE 1999 for simplicity).
• The date when City and District entered into the "Third Supplemental Agreement" in
which the District agreed not to proceed with CWR without the written approval of the
District—November 19, 2002 (FYE 2003 for simplicity sake).
• The date of agreement to conduct the audit—FYE 2009 for simplicity sake.
The portion of Regional Connection Fees attributable to each service area for each time period is
shown in Table 2 below.
Table 2 —Alternative Time Periods
Time Period District Pleasanton Total
FYE 1996 to 1999 $19,414,000 63.6% $11,108,000 36.4% $30,522,000
FYE 1996 to 2003 $54,477,000 73.5% $19,612,000 26.5% $74,089,000
FYE 1996 to 2009 $82,306,000 72.0% $32,064,000 28.0% $114,370,000
EXPENDITURE AUDITS SUMMARY
Schematics of the treatment and pumping facilities and a map of the pipeline segments discussed
in this summary follow in the body of the Expenditure Audit (Attachment 3). The total audited
expenditure for CWR project is $21,141,387 as summarized in Table 3. There are four(4) boxes
of project records that the audit was based upon that are available for review.
This product is not a"financial"audit but is an engineering analysis of the costs incurred in completing the project.
H:\ENGDEPI\Dcpt Items\ENGMGRWIcasanlon\CWR AudiI\Einai CWR Expenditure-Income Audit Mcmo.doc
