<br /> Section 6(c) of the "First Supplemental Agreement to Agreement for Wastewater Disposal
<br /> Services2" provides for the following: "...only expenditures or obligations for expenditures
<br /> made from and after January 21, 1997 shall be included in the calculation of revenues
<br /> attributable to City's sewerage service area. " This section appears to establish a beginning date
<br /> of January 1997 for determining revenues attributable to the City service area. For simplicity
<br /> sake, and because more detailed information is not readily available, FYE 1996 is used as a
<br /> starting date to conform to the First Supplemental Agreement.
<br /> 2 The Agreement is complex; the referenced sections are abstracted to provide context for conducting the audit.
