PROJECT DESCRIPTION <br /> The CUP would allow Social Vocational Services to operate a training center for adults <br /> with developmental disabilities in a 5,199-square foot space at the subject property. On- <br /> site activities would include art, music, and physical fitness, and skill-building support in <br /> areas such as communication, computers, interviewing, and personal appearance. Off- <br /> site activities would include employment contracts and field trips, such as visits to the <br /> library, parks, and recreation facilities. <br /> Social Vocational Services would seek a State license to serve 60 clients and would <br /> employ 20 direct service professionals and three administrative staff for the program in <br /> Pleasanton. The organization would accommodate no more than 30 clients on the <br /> subject site at any one time, which would necessitate ten professional staff and three <br /> administrative staff, for a maximum of 43 staff and clients in the facility at any one time. <br /> (Up to 30 additional clients may be picked up at their homes, accompanied to off-site <br /> activities, and returned back to their homes, having never visited the subject site on a <br /> given day). Any future proposal to increase daily on-site capacity beyond 30 clients <br /> would require an amendment to the CUP. <br /> Social Vocational Services would use eight vans to serve the program, which would be <br /> stored on-site in standard parking spaces in the rear of the building. Vans would pick-up <br /> and drop-off clients in the rear of the building in a new designated loading space. This <br /> loading space replaces one standard parking space. New accessible ramps would be <br /> installed at the front and rear of the building. Parking demand is estimated to be up to <br /> approximately 25 spaces at any one time to accommodate up to 13 staff members, the <br /> eight vans, and a limited number of parents, caregivers, paratransit providers, visitors <br /> and prospective clients. <br /> PLANNING COMMISSION ACTION <br /> The Planning Commission held a public hearing on February 25, 2015 to review the <br /> proposed project. The Commission discussed issues related to noise, building <br /> entrances, access and parking, and land use compatibility. Minutes from this meeting <br /> are provided in Attachment 3. <br /> Two members of the public spoke at the hearing, objecting to the application. After <br /> receiving public testimony, the Commission, on a 5-0 vote, approved the CUP subject to <br /> staff's recommended conditions. <br /> DISCUSSION <br /> The appeal filed by Wayne Rudick is in regard to the Planning Commission's action to <br /> approve the CUP to operate a vocational training center for adults with developmental <br /> disabilities. As described in the appeal, the appellant took a tour of a comparable Social <br /> Vocational Services facility, located in the City of Newark. City staff also toured the <br /> Newark facility to garner a better understanding of the concerns about safety, security, <br /> noise, parking, and staffing that the appellant raised in his appeal. <br /> Page 3of7 <br />
