BACKGROUND On January 12, 2015, Social Vocational Services requested a CUP to operate a training center for adults with developmental disabilities. The application was reviewed by the Planning Commission at a public hearing held on February 25, 2015. At that meeting, the Planning Commission agreed with staffs recommendation and approved the CUP. The Planning Commission action was subsequently appealed by Wayne Rudick (see Attachment 2) and the appeal is currently before the City Council for review and action. For additional background information, please refer to the February 25, 2015 Planning Commission meeting minutes in Attachment 3 and Planning Commission staff report in Attachment 4. SITE DESCRIPTION The subject site is a 1 .9-acre parcel at the southwest corner of Owens Drive and Johnson Drive, within Pleasanton Park. The subject site contains a 23,550-square-foot, one-story building with 95 on-site parking spaces (92 standard spaces and three Americans with Disabilities Act [ADA] spaces). The building is subdivided into a 3-unit commercial condominium, and the site contains a common area parcel containing the parking and landscaping. The building has four existing tenant spaces; the subject tenant space to be leased by Social Vocational Services (Suite 100) is the only vacant space. The two leased tenant spaces to the west are occupied by insurance offices (Coastal Brokers Insurance Services Inc., and Pleasanton Valley Insurance Group) and the leased tenant space to the east is occupied by a general contractor's administrative office.
