BACKGROUND <br /> The proposed shared use of the tennis courts at Amador Valley High School is a joint <br /> project between the City and PUSD. According to the "Demand and Needs Analysis" <br /> that was completed as part of the of the City of Pleasanton's 2014 Paths and <br /> Recreation Master Plan, the community has a current demand or need of 28 (27.9) <br /> tennis courts and a future need of a total of 34 (33.6) tennis courts. <br /> Currently, the City has 18 tennis courts under its management which include 10 lighted <br /> courts at the Tennis and Community Park, 4 courts at Muirwood Community Park, 2 <br /> courts at Fairlands Park and 2 lighted tennis courts at Stoneridge Creek Neighborhood <br /> Park. In addition, the City and PUSD have an agreement for shared use of the two <br /> lighted tennis courts at Pleasanton Middle School. However, since the public's access <br /> to these courts is limited due to school hours, they are counted at 50%. Thus, with the <br /> 19 tennis courts currently available for community use, and a demonstrated need for 28 <br /> courts, there is an overall deficiency of 9 tennis courts <br /> To address the current and future demand for public tennis courts, the Parks and <br /> Recreation Master Plan recommended that the City and PUSD work collaboratively to <br /> increase the availability of PUSD's tennis courts by pursuing a shared or joint use <br /> agreement. Presently, there are 18 tennis courts at Amador Valley and Foothill High <br /> Schools that have restricted access to the general public. If the City and PUSD can <br /> define an agreement regarding the shared use of PUSD's tennis courts, the current <br /> deficiency of public tennis courts within the community would be eliminated. The shared <br /> use of these additional tennis courts would also greatly reduce the amount of tennis <br /> courts needed at "build-out", from 34 to 6. <br /> Both agencies have a long and successful history of having established joint use <br /> agreements for the full utilization of facilities, and currently have joint use agreements <br /> for the Amador Theater, the tennis courts at Pleasanton Middle School, and the <br /> gymnasiums at all three middle schools. Such joint use agreements between the City <br /> and PUSD describe general responsibilities and benefits of each party regarding the <br /> use of both City and PUSD facilities. The purpose of these agreements is to cooperate <br /> in coordinating programs and activities between both agencies. These agreements are <br /> authorized pursuant to the State's Education Code (Section 10905), which is to promote <br /> the health and general welfare of the community and contribute to the attainment of the <br /> general recreational objectives for children and adults within the community. <br /> The City's General Plan and Parks and Recreation Master Plan, as well PUSD's <br /> Facilities Master Plan support the ongoing cooperation between the agencies as <br /> demonstrated through the implementation of joint use agreements. <br /> Page 2 of 3 <br />
