BACKGROUND <br /> The Planning Division is in need of temporary planning assistance to help existing staff <br /> in reviewing and processing current planning applications and other planning activities <br /> during the recruitment process for the replacement of an Associate Planner who has <br /> retired. <br /> On February 2, 2015, the City entered into a Professional Services Agreement with <br /> Lexington Planning for a period of approximately ten weeks to provide temporary <br /> contract planning services. For this Agreement, the Planning Manager contacted three <br /> planning firms that provide contract planning services — Urban Planning Partners, Inc., <br /> Metropolitan Planning Group, and Lexington Planning — and decided that Lexington <br /> Planning best met the City's need for an experienced planner with City planning review <br /> experience. The resume of the firm's Principal, Jean Eisberg, who is the current <br /> Contract Planner assigned to the project, is shown as Attachment 3. <br /> Because the recruitment process for the Associate Planner is taking longer than <br /> anticipated, it has become necessary to continue to fill the need for temporary contract <br /> planning services. Due to the urgent nature of this need for temporary contract planning <br /> services, the recent search for a firm that could provide this type of service, and the <br /> satisfactory performance of the selected firm, Lexington Planning, staff is <br /> recommending the award of the attached contract to Lexington Planning. <br /> PROFESSIONAL SERVICES AGREEMENT <br /> The draft Professional Services Agreement in Attachment 1 is for a total not to exceed <br /> $60,000.
