There is no doubt that the base system would provide a more affordable quality playing <br /> field that would provide an excellent playing experience which would be well received by <br /> users and as such, staff fully supports the selection of this system should that be the <br /> Council's pleasure. However, at this particular point in time, the current status of crumb <br /> rubber (warranted or not) will cause concern for at least some parents and users <br /> (resident letters included as Attachment 9), and may leave the field subject to retrofitting <br /> earlier than necessary pending legislation or new studies. As such, staff is recommending <br /> the optional field system which, while more costly, will address these safety concerns and <br /> still provide an excellent playing experience. <br /> Consultant Services <br /> While City staff is assuming responsibility for managing the overall construction of the <br /> project, based on the project's overall scale and scope, staff is recommending the use of <br /> technical professional support services including construction surveying, submittal <br /> review, material testing, geotechnical observation and specialty inspection will be needed <br /> during construction. These services are typical for a project of this type and include the <br /> following: <br /> . Harris Design — Provide a range of construction related services, including submittal <br /> review, design modification as may be needed, site surveying, attendance at <br /> construction meetings as necessary, assist, as requested with change order reviews, <br /> site surveying, etc. The estimated contract cost is $408,861 <br /> • BSK Associates — Provide geotechnical testing, material testing and as requested <br /> special inspection services. Estimated contract cost is $153,926. <br /> . DMA/DiGeronimo Sports Design Group LLC — Provide as needed services related to <br /> the procurement and installation of the all-weather turf, including turf inspection at the <br /> factory and upon its delivery. Estimated contract cost is $16,000. Note that this <br /> contract was executed by the City Manager previously and therefore, staff is <br /> requesting contract ratification. <br /> The proposals were reviewed and deemed reasonable for the estimated amounts. <br /> Budget <br /> As indicated in the financial section of this report, anticipated construction cost is <br /> $16,207,069 and the vast majority of the project's funding is included in the 2013-14 <br /> Capital Improvement Program. Staff is recommending a $2,000,000 loan/transfer from <br /> the City's Facilities Renovation Fund (043900), which will be repaid by the sports groups <br /> consistent with the Memorandum of Understanding (MOU) approved by the City Council <br /> and the sports groups on December 2, 2014. This loan/transfer is necessary because the <br /> actual funds raised through the fundraising campaign will be remitted to the City as they <br /> are received during the fundraising campaign that is scheduled to begin in September <br /> 2015. Further, the sports groups' commitment to repay the outstanding balance between <br /> the funds raised and the $2,000,000 commitment will occur over a ten year period. As <br /> such, it is necessary for the City to advance these funds to assure they are available to <br /> the project during the construction period. <br /> Page 8 of 9 <br />
