Per project documents, the ranking of the bids for project award purposes is based on the <br /> lowest of the total base bid items. The lowest total base bid of $10,301,684.93 was <br /> received from Goodland Landscape Construction Inc. of Tracy, California which is <br /> approximately 32% below the engineer's estimate for the base bid items. The total <br /> additive bid items received from Goodland Landscape is $1,885,306.50, approximately <br /> 18% above the engineer's estimate for the additive bid items. However, combining both <br /> the base bid and all the additive bid items, the total bid received from Goodland <br /> Landscape of $12,186,991.43 is approximately 27.5% lower than the total engineer's <br /> estimate of $16.8 Million. <br /> All bid documents received from Goodland Landscape were found to be in order and past <br /> work performed by this contractor was verified to be satisfactory. References were also <br /> verified with other municipalities that have direct working experience with Goodland <br /> Landscape, all of which provided positive feedback and were all satisfied with the <br /> workmanship of Goodland Landscape. Staff is recommending award of the construction <br /> contract to the lowest responsible bidder, Goodland Landscape Construction Inc. <br /> As indicated, the bid documents includes seven add/alternates to allow the City flexibility <br /> in constructing only portions of the project or the entire project. A summary of the <br /> add/alternates is as follows: <br /> For the park area, the alternates include: <br /> 1. Replacement of standard concrete with the installation of granite pavers in various <br /> portions of the main plaza area to provide architectural interest in this area. <br /> Alternate 1 Cost - $82,464 <br /> 2. Installation of a shade structure over portions of the Field 1 seating area. <br /> Alternate 2 Cost - $239,000 <br /> During the project design phase, the project architect and various users consulted <br /> on the project indicated the shade structure would be critical to provide a degree of <br /> comfort during high temperature afternoons on the main sports fields. <br /> 3. Split Rail Fencing along Bernal Avenue from Oak Vista Way to Pleasanton <br /> Avenue. <br /> Alternate 3 Cost - $116,625 <br /> Staff is also recommending funding an additional $210,000 to extend this fencing <br /> along Oak Vista Way from Bernal Ave to Valley Avenue and on Valley Avenue <br /> from Pleasanton Avenue to Oak Vista Way to provide a visually pleasing border <br /> for the Oak Woodland area. The fencing will also provide security to prevent <br /> access during the period that the Oak Woodland area is maturing. This work was <br /> not included in the bid documents and will require a change order with the <br /> contractor. <br /> Page 4 of 9 <br />
