Side Letter of Agreement#4 <br /> TEAM POLICING SCHEDULE <br /> Dated:September 27,2013 <br /> The City and the PPOA have met and conferred,and agreed on the following operational guidelines for <br /> Team Policing. All terms and conditions of the existing Memorandum of Understanding between the <br /> City and the PPOA,effective June 1,2011 through May 31,2014,not otherwise modified in this Side <br /> Letter shall remain in full force and effect <br /> Effective January 4,2014 the Police Department intends to implement a team based hybrid schedule <br /> (TBHS)for Officers and Sergeants assigned to the Operations Division-Patrol Unit. The TBHS consists <br /> of Schedule A,which is four(4)ten(10)hour days for employees working Monday through Thursday; <br /> and Schedule B,which is throe(3)twelve and a half(12.5)hour days for employees working Friday <br /> through Sunday. Transition to,and continuation of,this schedule is dependent upon acceptable staffing <br /> levels as determined by the Police Chief at the time of transition. <br /> The Department desires to balance the employee's needs with the Department's need for flexibility and <br /> discretion in assigning personnel to meet operational staffing levels. While balance is desirable,the <br /> paramount concern is the need to meet operational requirements of the Department. Nothing included in <br /> this side letter of agreement is meant to reduce or infringe upon the City's tights as identified in Section 6 <br /> of the MOU between the PPOA and the City. <br /> Both the Police Chief and the PPOA have the right to discontinue the TBHS based on identified concerns. <br /> Notice to discontinue the TBHS shall be given to the other party in written form 45-days prior to the <br /> beginning of a shift cycle. <br /> 1. WORK PERIODS,CYCLES AND HOURS <br /> a. Definitions: <br /> o Notwithstanding the overtime standard established in Section 2 of this Side <br /> Lotter,the City declares,pursuant to the Fair Labor Standards Act,29 U.S.C. <br /> section 207(k),a regularly occurring work period comprised of twenty-eight(28) <br /> consecutive days,to begin on January 4,2014. Each calendar year will consist of <br /> thirteen(13)work periods. <br /> • A cycle is a grouping of four(4)or five(5)work periods:January—May(4 work <br /> periods),May—September(5 work periods)and September—January(4 work <br /> periods) <br /> b. Employees are expected to work 160 work hours during each 28-day work period. <br /> -----o Employee who'worIcSeheduly A will i eachwork.---- <br /> period. <br /> • Employees who work the Schedule B will have worked 150 hours during each <br /> work period. Therefore,they are required to work an additional thirteen(13) 10- <br /> hour days each year,one per 28-day work period. <br /> c. Four(4)of the 10-hour days are required training days. The Department will designate <br /> the specific work periods and dates for the training. <br /> The remaining nine(9) 10-hour days for the year are designated as relief days.
