f) Dust control best management practices, as approved by the City Engineer, shall <br /> be followed at all times during grading and construction operations. Such <br /> measures may include watering of exposed surfaces twice a day, and more <br /> frequent watering when wind speeds exceed 15 mph; covering of stockpiled earth; <br /> and covering of trucks hauling dirt if windy conditions prevail. Failure to keep dust <br /> under control may result in the stoppage of all work until a modified plan <br /> acceptable to the City Engineer is approved and implemented. <br /> g) Except for security trailers staffed by licensed security personnel, at no time shall <br /> campers, trailers, motor homes, or any other vehicle be used as living or sleeping <br /> quarters on the construction site. All such vehicles shall be removed from the site <br /> at the end of each workday. Construction trailers shall be allowed to be placed on <br /> the project site for daily administration/coordination purposes during the <br /> construction period. <br /> h) All Urban Storm Water Construction Requirements listed further in these conditions <br /> of approval shall be implemented. <br /> Landscape Design <br /> 28. The project developer is required to contribute an amount equal to one-third of the cost <br /> to a maximum of $84,000 for designing and constructing a roadway entry feature near <br /> the northeastern corner of the subject site, and thus the corner treatment may change <br /> from what is currently shown on the PUD plans once plans are developed and finalized. <br /> Final design and construction specifications shall be subject to approval by the Director <br /> of Community Development. The sign shall be constructed by the developer prior to <br /> issuance of the project's occupancy permit. The City may, at its option, elect to construct <br /> the sign and if this occurs, the City will invoice the developer for its share of the cost. <br /> Should the project developer construct the sign, the City may require work to include <br /> constructing a similar sign on the adjacent auto mall parcel. If the project developer <br /> constructs the sign on the auto mall parcel, the City shall provide a fee credit equal to <br /> the actual cost of constructing the auto mall parcel sign. <br /> 29. The project applicant or developer shall plant additional landscaping sufficient to screen <br /> the service area and back of the retail buildings from views from the City park property to <br /> the south. The selected plantings should have an expected growth rate to provide the <br /> required screening within 10 years. The revised landscaping shall be in addition to the <br /> row of trees currently proposed and shall be located on the City park property and shall <br /> be irrigated and maintained by the property owner until the landscaping is established <br /> and requires no supplemental water supply. Once the landscaping within the City park <br /> property has been established as determined by the City Landscape Architect, the <br /> property owner can request approval by the City Planning Division and City Landscape <br /> Architect to turn-off irrigation. This change shall be shown on a project-wide landscape <br /> plan for this area, submitted with the first building permit application for review and <br /> approval by the Planning Division before issuance of a building permit. <br /> 30. The project shall comply with the State of California's Model Water Efficient Landscape <br /> Ordinance and shall implement Bay Friendly Basics. A licensed landscape architect <br /> shall verify the project's compliance with the ordinance prior to the issuance of a building <br /> permit, and prior to final inspection. The verification shall be provided to the Planning <br /> Division. <br /> 12 <br />
