Ms. Herron was manager for the <br /> preparation of a programmatic EIS per the requirements of NEPA for the <br /> Atlantic Division of the Naval Facilities Engineering Command.The EIS <br /> addresses base realignment and closure(BRAC)activities at NWS Concord, <br /> includes the transfer of approximately 5,038 acres of land at NWS Concord <br /> from the Navy to the City of Concord, and assesses potential impacts related to <br /> future redevelopment and re-use of this property per the City's adopted Area <br /> Plan. Ms. Herron managed the team that prepared the EIS,and provided cost <br /> and schedule control. In addition,Ms.Herron worked with the Navy and City of <br /> Concord to refine the proposed re-use alternatives evaluated in the EIS. <br /> Confidential Client, Solar Photovoltaic(PV)Generating Facilities Program, <br /> Fresno and Kings Counties,CA.Project Manager. Ms. Herron was program <br /> manager for a confidential commercial solar developer client,for fast-tracked, <br /> simultaneous preparation of nine extensive CEQA Initial Study/Mitigated <br /> Negative Declarations(IS/MNDs), conditional use permit applications,and <br /> supporting studies for the development of 5-to 160-megawatt(MW)solar <br /> photovoltaic(PV)generating facilities, located on former agricultural land in <br /> California's Central Valley. Ms. Herron worked closely with the client to <br /> streamline and expedite document preparation and submission to achieve <br /> schedule objectives,and managed the technical team and subcontractors. Ms. <br /> Herron also provided quality assurance and quality control (QA/QC)for the <br /> preparation of supporting technical studies. <br /> Urban Planning and Infill <br /> City of Richmond,Terminal One Project EIR.Project Manager. Ms. Herron <br /> is managing the preparation of an EIR evaluating the Terminal One project,a <br /> development proposal that would convert a vacant,former industrial site on <br /> Richmond's waterfront. The 14-acre site would be developed with up to 340 <br /> homes, as well as a two-acre park and a Bay Trail loop. Particular effort <br /> involves assisting the city with the analysis of the potential aesthetic effects of <br /> the new development on existing significant views, and closely evaluating <br /> effects related to cleanup of hazardous materials, sea level rise and flooding,and <br /> land use and planning consistency. Ms. Herron is working with the City to <br /> complete the EIR according to an aggressive schedule,while the project <br /> description continues to evolve. <br /> City of Concord Planning Division,Adjunct Staff. Under <br /> a contract with the City of Concord,Ms. Herron worked in-house at the City's <br /> Development Department,Planning Division, as a current(permit counter) <br /> planner. Ms.Herron provided assistance to the public regarding zoning;the <br /> City's General Plan and other strategic plans; municipal ordinances,laws and <br /> regulations; and design review. She provided assistance to the public directly at <br /> the Division's Planning counter,by telephone,and at public meetings.
