yr ESA CHRISTY HERRON, AICP Senior Managing Associate Christy is a senior project manager with more than 13 years experience specializing in California Environmental Quality Act(CEQA)and National Environmental Policy Act(NEPA)analysis, land use planning,and environmental review of energy projects. She has served as project manager for a number of CEQA and NEPA environmental documents for large-scale developments, including military reuse properties, urban infill projects,energy projects,and port and waterfront development. She has extensive experience coordinating with public agencies,developers, and land use attorneys. Her responsibilities have included the hands-on coordination of large project teams involving numerous technical specialists; the day- to-day management of budgets and expedited project schedules; the quality assurance and control of environmental analyses documents; and the coordination and execution of public information and involvement programs. Ms. Herron is managing the multi-disciplinary 13 Years Experience team preparing the EIR, and regularly meeting with the City and Specific Plan Professional Affiliations design consultant to provide input on environmental impacts throughout the American Planning process. The specific plan will provide a long-term blueprint for guiding Association,Northern improvements in an approximately 220-acre area in the City's Southern Section,California Chapter Gateway Change Area, and will establish specific planning policies,regulations, Association of Environmental and urban design guidelines. ESA's streamlined EIR will allow the Professionals,San Francisco environmental review required for subsequent projects within the plan area to be Bay Area Chapter reduced or avoided when possible. Among other impact analyses, ESA is reviewing impacts related to the aesthetic appearance of the new development, as well as impacts related to cleanup of hazardous materials and sea level rise and flooding. Ms. Herron is assisting in the management of a Supplemental EIR (SEIR)for SunCal's proposal to redevelop the abandoned 168-acre Oak Knoll Naval Medical Center in Oakland. As part of this effort, Ms. Herron is preparing a critical comparison of the proposed project and impacts to those analyzed in a certified EIS/EIR for the transfer of the decommissioned naval facility in 1998,and working to develop project alternatives to be evaluated in the SEIR.
