4.Detailed Proposal n <br /> City of Pleasanton I Water and Wastewater Rate Study <br /> The methodology used to analyze the City's recycled water connection fees differs from the <br /> methodology used to analyze the water or wastewater rates. In contrast to rates, connection <br /> fees are designed to pay for the capacity costs associated with system growth to meet the <br /> rational nexus test of new customers paying their proportional share of the system in relation to <br /> the demand they place on the system. To create the nexus between the fee and the facilities <br /> required to serve new capacity, it is best to develop the fee based upon the City's <br /> current/adopted Master Plan. This plan provides the basis for linkage between facilities required <br /> to provide service and the connection fee established as a part of this study. <br /> In developing the final fees, HDR will consider a methodology and approach that is compliant <br /> with AB 1600 and California Government Code 66000 - 66008. Given the nature and <br /> complexity of these fees, HDR will prepare a separate report discussing the establishment of the <br /> recycled water connection fee. Given the legal implications of establishing connection fees, it is <br /> better filed as a report separate from the water or wastewater rate study report. <br /> Task 7 - Customer Education and Outreach <br /> Task Objective: Assist the City with customer education and outreach to meet the <br /> requirements of Proposition 218. <br /> Task Approach: • Provide as needed assistance to the City with the development of: <br /> • Announcements. <br /> • Mailers. <br /> • PowerPoint presentations. <br /> Expected City • Provide direction on needed assistance. <br /> Staff Support: <br /> Deliverables: • As needed assistance in the development of customer education and <br /> outreach. <br /> • Assistance in developing public outreach materials. <br /> • Review of City developed outreach materials. <br /> A key component of the requirements of Proposition 218 is the customer notification and public <br /> hearing, While the City has experience with the requirements from past studies, the City has <br /> requested assistance in customer education and outreach. As part of this task, HDR will assist <br /> the City in developing rate announcements, mailers, and other information related to the final <br /> proposed water and wastewater rates and public education and outreach. <br /> 15007 4-13 <br />
