The proposed rates will be developed for a maximum five-year <br /> period. HDR will also review the City's discount rates related to senior citizens and low income <br /> families as part of the overall rate design analysis. <br /> HDR will review the City's other miscellaneous water and wastewater fees and work with City <br /> staff to update these fees based on the costs associated with providing the service. This will be <br /> for fees related to the industrial waste program and other miscellaneous fees. <br /> Task 6 - Recycled Water Connection Fees <br /> Task Objective: Develop a cost-based recycled water connection fee that is legally <br /> defendable and in compliance with generally accepted methods for <br /> establishing such growth-related charges. <br /> Task Approach: • Review and determine the appropriate methodology with City staff. <br /> • Review and value the existing assets and potentially future (expansion- <br /> related) assets. <br /> • Develop a cost-based recycled water connection fee. <br /> • Develop stand-alone report on recycled water connection fees. <br /> Expected City • Identify the City's recycled water related projects from their Master <br /> Staff Support Plan or other adopted capital planning document. <br /> • Review the draft recycled water connection fees and provide as <br /> needed clarification. <br /> Deliverables: • Development of the recycled water connection fee. <br /> • Report detailing the development of the recycled water connection fee. <br /> 4-12 15007 <br />
