forward these instruments to the City for review and comment, consult with the
City concerning any changes they would like to see, make the appropriate
modifications, and forward the final versions of the instruments to the City for
approval for implementation.
Task 3: Recruit Focus Group Participants
Participants in the focus groups will be recruited according to the screening
questionnaire by an established and reputable focus group facially. When we
conducted this project for the City in 2011 and 2012, we used a facility in
Pleasanton that we found to be quite satisfactory, although somewhat
expensive. If the City would like us to look at alternatives, we would be pleased
do to so.
In 2011, we had some participants in the focus groups who were not decision-
makers, which was problematic. For this undertaking, we will ensure that all
participants are in positions of authority.
In order to verify that recruiting is proceeding according to specifications,
updated spreadsheets of participant characteristics will be forwarded to our
President on a bi-weekly basis. As appropriate, the President will re-direct the
facility's efforts to ensure that the groups meet the criteria identified during the
initial planning meeting and established in the screening questionnaire.
Task 4: Conduct Focus Groups
The focus groups will be conducted at the facility that undertook the recruiting
and will be moderated by our President. Every participant will be provided with
a meal and an appropriate honorarium or cooperation fee; observers will be
provided with meals. For costing purposes, we have assumed that there will be
two groups and that five observers will attend each group. Pending further
discussion during the initial planning meeting, we have presumed that each
group will be recruited to contain approximately ten participants and to last
about an hour.
After each group has been completed, our President will discuss the results with
the observers while the material is still fresh in everyone's mind. This approach
usually serves to crystallize key findings and conclusions and to ensure that any
7IPage
