come of this plan. He said he generally supported the Base Plan and recommended alternatives but
would like to eliminate the 1,759 unit alternative. He encouraged retaining the 1,430 unit alternative
because it offers an analysis of multi-family housing which, based on the ongoing need for affordable
workforce housing, is something that might need to be considered moving forward.
Councilmember Narum agreed with respects to the 1,759 unit alternative as well as retaining the 1,430
unit alternative as a data point for multi-family housing. She said she would like to continue to explore
options that allow enough flexibility to incorporate some small amount of high-density housing, as
opposed to simply closing door on that option, should the need eventually arise. She also said she
would like to see staff pursue an informal discussion with Supervisor Miley to assess the likelihood of
securing Measure BB funds for the El Charro extension, and to report on how that would impact
infrastructure costs. She reported learning at the recent school district liaison committee meeting that
the district is updating its demographers report to reflect some of the recent development changes in
the city, including scaling back plans for the development on the east side. The committee will review
the updated report at its next joint meeting in March 2015. She also shared her support for placing
whichever plan ultimately comes forward on the ballot, with discussion on the issue of the Urban
Growth Boundary being appropriate at that time.
Mayor Thorne thanked the Task Force for its patience and commitment to what has been a lengthy
and, at times, difficult process. He agreed that he would like to eliminate the 1,759 unit alternative. He
explained that he would also prefer to eliminate the 1,400 unit alternative but could understand the
desire to evaluate high-density housing. He urged the Council to be aware that it will likely be asked to
consider placing whatever plan prevails on the ballot, and therefore said it is important to focus on what
type of plan actually has a chance of passing. He assured the public that intends to honor his
commitment to support placing the final Plan on the ballot. He noted the regional significance of the El
Charro extension and thought that, with every Tri Valley Mayor serving on the Alameda County
Transportation Commission, there is a very strong likelihood that Measure BB funds can be secured to
support the project.
MOTION: It was m/s by Pentin/Narum to accept the Preliminary Draft East Pleasanton Specific Plan
and confirm the alternatives, as recommended by the Task Force and excluding the 1,759-unit
alternative, for inclusion in the Environmental Impact Report Motion passed by the following vote:
AYES: Councilmembers Narum, Pentin, Mayor Thorne
NOES: Councilmember Brown
ABSENT: None
RECUSED: Councilmember Olson
BREAK
Mayor Thorne called a brief recess from 8:33 to 8:42 p.m.
10.
