Staff anticipates that parking expansion, if <br /> any, will be determined after the park has been opened and staff has the opportunity <br /> to further assess parking needs. <br /> • A shade structure that will be available to users of both the small and all dog park <br /> areas <br /> . Fresh water using a dog lick and faucet for bowls <br /> . Tree plantings within the park area to create additional shade areas and on the <br /> western edge of the park to create a visual buffer from neighbors where that buffer <br /> does not currently exist. In addition, trees are proposed to be planted on the <br /> western edge of West Lagoon Road north of the park's entry road to create an <br /> attractive entrance for the roadway. <br /> • Utilization of engineered wood fiber (fibar) for the dog park's surface. While natural <br /> turf is the most desirable surface, concern about the drought, maintenance and <br /> required down time to allow for natural turf regeneration makes this option infeasible. <br /> Staff also explored using wood chips but determined that these, which are currently <br /> used at the City's Muirwood Park dog park, are not inviting to dogs. Other surfaces, <br /> such as decomposed granite, were also explored but were deemed inferior to the <br /> fibar which is commonly used both in dog parks and children playground areas. <br /> • Two separate gated entrances <br /> • A bulletin board for notices and rules and regulations <br /> . Two dog waste dispensers and trash/recycling containers <br /> . A perimeter vinyl-coated chain link fence that would be 5 feet in height along the <br /> Marilyn Kane Trail pathways and 3.5 in height feet at other portions of the park. <br /> Public Comment <br /> Staff and the Commission have received comments in support and in opposition of the <br /> dog park. Supportive comments generally stress the need for this type of amenity and <br /> the suitability of this location near an established walking trail. Comments in opposition <br /> to the park stress concern with the potential of noise impacts, overflow parking into the <br /> neighborhood, and a general unsuitability for the neighborhood. As indicated, staff did <br /> conduct a neighborhood meeting that was attended by ten residents, some in favor and <br /> some opposed, and as an outcome of that meeting, staff amended the plan to allow <br /> greater distance from the properties on Foothill Place at the south/westem edge of the <br /> park and as mentioned above, additional landscaping on the western edge of the park. <br /> However, its important to note that based on comments at the neighborhood meeting, <br /> these changes did not address neighborhood opposition.
