BACKGROUND <br /> The recently adopted Parks and Recreation Master Plan identifies the need for two <br /> additional off-leash dog parks as follows: <br /> • One additional off-leash dog park at least 2- acres in size to meet existing demand <br /> • One additional off-leash dog park at least 1- acre in size to meet anticipated future <br /> demand <br /> In recognition of this demand, and in response to a long standing interest in having an <br /> additional new dog park, at its meeting of June 17, 2014 your City Council selected a <br /> preferred site for an off-leash dog park on an approximately 1.5-acre site on the Bernal <br /> Property and approved an agreement with the Tanaka Design Group to design the dog <br /> park on this site. <br /> As the Council may recall, this specific site is part of a larger 13-acre Bernal Property <br /> sub-area that according to the Bernal Property Phase II Specific Plan approved by <br /> voters through Measure P in 2006 is to be used for an environmental education center, <br /> Native American history reflective area, open space, park and recreation, public utilities, <br /> trails, and other public and quasi-public uses that may be determined to be compatible <br /> with the surrounding land uses by the City Council. The subject sub-area is <br /> underdeveloped and includes the existing Marilyn Murphy Kane Trail staging area with <br /> thirteen parking spaces, a paved entrance area, benches and a covered table, and a <br /> water line. The site was selected primarily due to its size, adjacency to the parking at <br /> the Marilyn Kane Trail staging area, distance from residences, availability of water, <br /> compatibility with Measure P which endorsed the Bernal Property Phase II Specific <br /> Plan. <br /> The Commission held two public meetings on the dog park's conceptual design <br /> (October 9, 2014 and December 11, 2014) with the first being an opportunity for the <br /> public to comment on desirable park characteristics and the second concerning <br /> approval of the Conceptual Park Plan. In addition, on November 12, staff held a <br /> neighborhood meeting for the purpose of hearing public concerns about the proposed <br /> location of the park and these are summarized in the Commission's December 11, 2014 <br /> agenda report. <br /> DISCUSSION <br /> As presented in the Conceptual Park Plan, the park is approximately 1.40 acres, of <br /> which approximately 1.20 acres is available for dog play. The park is divided into two <br /> dog play areas with the small area reserved for small dogs and the large area intended <br /> for all dogs. The park would include a number of features as follows: <br /> • An expansion of the existing parking lot by 12 additional parking stalls resulting in <br /> parking for 25 vehicles (13 existing). As indicated in the Commission's reports, if <br /> necessary, the parking can be expanded in the future beyond the 25 vehicle <br /> capacity if required to meet demand. Further, staff anticipates construction of a park <br /> and ride lot on the Bernal Property site adjacent to the 1-680 southbound on ramp <br /> adjacent proposed dog park at some time in the future and this could provide for <br /> Page 2 of 5 <br />
