hazardous waste is suspected, the responding field crew should notify Public Safety Communications <br /> immediately and request the Fire Department's Hazardous Materials Response Team. <br /> The Environmental Compliance Supervisor or Chief Utility System Operator should also be notified of a <br /> 55O as soon as possible. Personnel shall stay clear of any hazards and secure the area from the public. <br /> Depending on the nature or cause of the S5O, personnel may be required to remove a mainline blockage <br /> with a hydro-flusher, repair a damaged section of pipeline,or wash/clean a City street. At this point, it is <br /> essential that all standard safety procedures and/or duties are followed as deemed appropriate. <br /> Typical responses may require personnel to implement the following types of safety procedures: <br /> • Standard personal protective equipment (PPE); <br /> • Confined space entry procedures; <br /> • Traffic control; <br /> • Heavy equipment operation; and/or <br /> • Adequate communication via two-way radio and/or cellular telephone. <br /> B. Regulatory Requirements <br /> State GWDR Requirement(Overflow Response Plan) <br /> The collection system agency shall develop and implement an overflow emergency response plan that <br /> identifies measures to protect public health and the environment.At a minimum,this plan must include <br /> the following: <br /> (a) Proper notification procedures so that the primary responders and regulatory <br /> agencies are informed of all SSOs in a timely manner; <br /> (b) A program to ensure appropriate response to all overflows; <br /> (c) Procedures to ensure prompt notification to appropriate regulatory agencies and <br /> other potentially affected entities (e.g. health agencies, regional water boards, <br /> water suppliers, etc.) of all SSOs that potentially affect public health or reach the <br /> waters of the State in accordance with the Monitoring and Reporting Program <br /> (MRP). All SSOs shall be reported in accordance with this MRP, the California Water <br /> Code, other State Law, and other applicable Regional Water Board Waste Discharge <br /> Requirements or National Pollutant Discharge Elimination System (NPDES) permit <br /> requirements. The Sewer System Management Plan should identify the officials <br /> who will receive immediate notification; <br /> (d) Procedures to ensure that appropriate staff and contractor personnel are aware of <br /> and follow the Emergency Response Plan and are appropriately trained; <br /> (e) Procedures to address emergency operations, such as traffic and crowd control and <br /> other necessary response activities; and <br /> 23 [ Page <br />
