VII. SANITARY SEWER OVERFLOW RESPONSE PLAN <br /> A. Introduction <br /> The City of Pleasanton's Operations Services Department, Utilities Division is responsible for the <br /> operation and maintenance of the sanitary sewer system. The system consists primarily of gravity flow <br /> lines and Pump Stations that discharge to City of Livermore and Dublin San Ramon Service District's <br /> Wastewater Pollution Control Plant (WPCP). <br /> Purpose <br /> The Sanitary Sewer Overflow Response Plan (SSORP) is designed to ensure that every report of a <br /> confirmed sanitary sewer overflow(550) is immediately dispatched to the appropriate crews. This plan <br /> provides a procedure that,when enacted in response to the sewer overflow/spill, would reduce or <br /> eliminate public health hazards, prevent unnecessary property damage, and minimize the inconvenience <br /> of service interruptions. This plan provides procedures for City staff to follow when responding to, <br /> cleaning up and reporting SSOs. <br /> Objectives <br /> The primary objectives of the Sanitary Sewer Overflow Response Plan are to: <br /> Protect public health and the environment; <br /> Protect collection system personnel; <br /> Protect private and public property; <br /> Respond quickly to minimize the volume of the SSO; <br /> Satisfy regulatory agencies and waste discharge permit requirements; <br /> Minimize enforcement actions against the City; and <br /> Safeguard the infrastructure of the collection system. <br /> Safety <br /> Whenever qualified City personnel respond to a report of an overflow/spill,they may encounter an <br /> emergency situation that requires immediate action. The most critical aspect of resolving an incident of <br /> this nature is to safely and competently perform the actions necessary to return the system or facility to <br /> normal operations as soon as possible. <br /> The most important item to remember during this type of incident is that safe operations always take <br /> precedence over expediency or shortcuts.Safety also takes precedence over regulatory notifications and <br /> reporting. <br /> Upon arrival at a SSO,the Duty Operator will conduct a hazard assessment to determine potential safety <br /> hazards. There is always a possibility that a sewage overflow may contain unknown hazardous waste or <br /> chemicals. On rare occasions,gasoline and industrial solvents have been found in the sewer system.
