sports groups to develop a fundraising campaign that would provide approximately $2 <br />million towards the sports fields portion of the project. As a result, since that time, staff <br />has been meeting with the sports groups in an effort to develop parameters, <br />expectations and processes for the fundraising campaign. As an outcome of that <br />process, staff and the sports groups have prepared the attached MOU and it is being <br />recommended for approval. <br />DISCUSSION <br />As indicated above, the MOU establishes the scope and parameters of a fundraising <br />campaign that will be coordinated with local sports organizations including Ballistic <br />United Soccer Club, Pleasanton RAGE Girls Soccer Club, Pleasanton Adult Sunday <br />Soccer, Pleasanton American Little League, Pleasanton Foothill Little League, <br />Pleasanton National Little League, Pleasanton Girls Softball League, Pleasanton Junior <br />Football League, Pleasanton Lacrosse Club and Pleasanton Pride Girls Lacrosse Club <br />all of which, except for the Pleasanton Adult Sunday Soccer group have signed the <br />MOU. To assure project coordination, the MOU establishes a steering committee <br />comprised of a representative from each participating sports organizations and two City <br />staff representatives for the primary purpose of resolving matters related to donations, <br />approving modifications to donor requirements for name recognition, and for providing <br />guidance regarding the fundraising campaign overall. The City will not have an active <br />role in fundraising which will be handled entirely by the sports groups. <br />The purpose of the fundraising campaign is to raise an estimated $1.88 million in private <br />funds to be donated to the City to offset costs related to developing Bernal Park, Phase <br />II. The $1,880,000 is based upon the initial difference, or gap, between the City's <br />commitment to allocate $10,675,000 toward the development of the Bernal Park, Phase <br />II and the initial estimated project cost of $12,559,000. Because project cost is based on <br />the project architect's estimate, the final construction bids may impact the actual cost of <br />the project resulting in a gap that is more or less than the estimated $1.88 million. If the <br />project cost is more or less than the estimated $12,559,000, the City will adjust the <br />fundraising goal accordingly. However, the total fundraising commitment from the sports <br />groups will not exceed $2 million. <br />A unique aspect of the MOU is that in the event that within 90 days after the opening of <br />the Bernal Park, Phase II the fundraising campaign has not raised $1.88 million (or other <br />amount based on project construction bids), then each participating sports group has <br />agreed that it will raise the outstanding fundraising balance over a period of ten years <br />after the date of the Park's opening. The outstanding balance will be allocated to each <br />sports group based on the number of players in each participating sports group. As an <br />example, assuming an outstanding fundraising balance of $880,000 and the participation <br />of 7,447 players (the current number of Sports Groups players), the allocation would be <br />$118 per player ($880,000 / 7,447 = $118). Assuming a participating sports group has <br />800 players, its share of the outstanding balance to be paid off in full within ten years <br />would be $94,400 (800 players X $118 per player = $94,400). The source of this <br />repayment would be determined by the sports groups and could include a league user <br />Page 3 of 6 <br />
