BACKGROUND <br />In 2006, Pleasanton voters approved Measure P which adopted the Bernal Property <br />Phase II Specific Plan outlining public improvements to the Bernal Property. As an <br />outcome of the Specific Plan, the City Council subsequently adopted the Bernal <br />Community Park Master Plan (Master Plan) that includes general planning elements for <br />a 50 -acre community park, including: <br />• Three lighted baseball diamonds <br />• One informal baseball field that could be lighted in the future <br />• One additional lighted football /lacrosse field <br />• Three lighted multi - purpose sports fields with seating <br />• Picnic grounds <br />• Play areas <br />• Amphitheater <br />• Forested open space <br />• Public art <br />• Parking <br />• Park maintenance facilities <br />The Bernal Community Park Master Plan anticipates the park being developed in four <br />phases as follows: <br />• Phase I — Lighted baseball fields with restroom, play areas and parking <br />• Phase II — Lighted multi - purpose fields with seating, a plaza are, small group picnic <br />area and parking <br />• Phase III - Could include another lighted baseball field with seating, amphitheater, <br />trails, parking, a potential cultural arts center, and a park maintenance facility <br />• Phase IV — Could potentially include the additional lighted lacrosse/football field <br />and /or other active spaces <br />Phase I construction is complete, is fully paid for, and to date, it has been a successful, <br />well received park that is providing lighted baseball fields as anticipated at the start of <br />the park planning process. <br />Bernal Park Phase II is approximately 16 -acres located immediately north of Phase I <br />and will include three all- weather lighted multi - purpose synthetic sports fields suitable <br />for soccer, football, rugby, and lacrosse, field seating, parking, an equipment storage <br />building, restrooms, picnic area, children's playground, lighted pathways and <br />infrastructure that can accommodate a concession building in the future. Since 2011 <br />staff has been working with Harris Design to design Bernal Park Phase II and at this <br />time, it anticipates circulating the bid documents in December and awarding a <br />construction contract in February 2015. <br />As part of the 2013/14 Capital Improvement Program the City Council approved <br />$16,500,000 in funding for this project, including the adjacent 40 -acre Oak Woodland <br />area, and as part of that funding, it was anticipated that the City would work with the local <br />Page 2 of 6 <br />
