SUPPLE MENIAL hViAl
Provided to the City Council
After Distribution of Packet
Dear Mayor Thome and Members of the City Council, Date "
As a member of the Historic Preservation Task Force, we took input from many
groups throughout the city. One of the most curious omissions in our Municipal
Code was the lack of design review for the first ten feet of a home that was under
remodel or reconstruction. The odd part of this omission is that if a homeowner
submits plans for changes that exceed the first ten feet a design review is
triggered. The majority of our historic homes are single story!
What we realized is not all homeowners hire an architect when remodeling, and
the critical task of relocating windows, doors and other features can often result
in expensive errors that negatively impact property values for all surrounding
neighbors. We see Design Review for the first 10' of a historic home as a safety
net that not only assists homeowner about to remodel, but also assures the
surrounding homeowners that someone with professional experience is looking
at their remodel for appropriate window and door placement and materials
application. There are homes in historic neighborhoods that have been stripped
to the studs and rebuilt with unfortunate and permanent errors and never once
had the city planning department been allowed to review those changes. As part
of the task force recommendations, the city has dedicated a staff person in
planning to oversee the historic properties to ensure all owners of such
properties that Pleasanton respects and values our historic residential
neighborhoods.
Our Historic Preservation Task Force considered these and other issues during
our two and one half year study. We urge you to follow through with the task
force recommendations for First Ten Feet Design Review along with the
completion of the Historic Survey and the placement of Signage indicating the
entrances to our historic neighborhoods.
r
Thank you for you time and attention to these important issues,
Linda
Pleasanton antonto n n Res Resident
