Administrative Design Review. Below is an example of how the existing Code section
could be modified (new text is underlined, deletions in strikeout):
18.20.010 Projects subject to design review.
B. The zoning administrator shall review and make decisions concerning the
following classes of projects:
2. Additions and other non-cosmetic changes to the exterior of single-family
houses (such as installing new windows, substantially enlarging existing windows,
or increasing the roof pitch) which exceed 10 feet in height, as height is defined in
this-title above ground level. Examples of cosmetic changes include, but are not
limited to, changing paint color, changing doors, and changing door knobs.
3. All exterior modifications, alterations, or additions/expansions to single-
family houses in residential zoning districts within the Downtown Specific Plan
Area that are considered historic resources as defined by the Downtown Specific
Plan.
Should the Council decide to proceed with the Code Amendment, the following steps
would be required:
1. Direct staff to initiate the Code Amendment
2. Planning Commission hearing to review and make its recommendation on the draft
Code Amendment.
3. City Council hearing to review and approve the draft Code Amendment.
Naming the Amendments that were made to the City's Historic Preservation
Policies
Councilmember Cook-Kallio had suggested creating a name for the package of historic
preservation amendments, such as the "Downtown Pleasanton Historic Neighborhood
Ordinance," and staff had indicated that it would respond to this suggestion with a memo.
The Council's January 2014 actions amended several existing documents that already
have names (i.e., the Historic Preservation chapter of the Downtown Specific Plan; the
Residential Guidelines section of the Downtown Design Guidelines; the Property
Maintenance and Design Review chapters of the Municipal Code; and the Conservation
and Open Space Element of the General Plan). Given that the amended documents
already have names and they contain content other than historic preservation, it is not
practical to combine these documents and give them one name.
Historic Neighborhood Skins
At the "Matters Initiated by Council" portion of the January 21, 2014, City Council hearing,
Councilmember Brown requested to agendize a discussion about creating a sign
program to recognize the five historic Downtown neighborhoods.
