Initial Study and Negative Declaration <br /> screening criteria are organized into operational-related impacts (criteria air <br /> pollutants and precursors and greenhouse gases), community risk and <br /> hazard impacts, carbon monoxide impacts, odor impacts, and construction- <br /> related impacts. <br /> Stationary sources of pollution which would trigger review by BAAQMD are <br /> not proposed on site. Of the land uses listed in the screening section of the <br /> CEQA Air Quality Guidelines, the proposed project most closely resembles a <br /> convenience market with gas pumps. The screening thresholds for a <br /> convenience market with gas pumps is 4,000 square feet. The <br /> approximately 2,476 square foot convenience store with an 882-square-foot <br /> drive-through carwash facility does not exceed this threshold and would thus <br /> not be expected to generate a considerable net increase in related criteria <br /> pollutant emissions. <br /> The City of Pleasanton has adopted a Climate Action Plan (CAP)5. At the <br /> time the CAP was developed, the City contained approximately 9.2 million <br /> square feet of commercial space and a total of 9.8 million square feet was <br /> assumed for development within the Hacienda Business Park. The resulting <br /> residual from these values includes additional square footage that may be <br /> constructed without exceeding the growth assumed in the CAP. Further, the <br /> project would be developed on an infill site, in close proximity to existing <br /> transportation infrastructure, and would incorporate bicycle racks for <br /> employees and customers. A Wheels bus stop is located approximately <br /> 1 ,200 feet south of the project site on the same streetside. These features of <br /> the project would also be consistent with the CAP and would reduce the <br /> criteria pollutants generated by the project. <br /> Carbon monoxide impacts are measured by a project's consistency with a <br /> local congestion management plan and traffic volumes. The Circulation <br /> Element of the General Plan requires a level-of-service "D" or better at <br /> intersections with the exception of the Downtown Area and at gateway <br /> intersections. The project is not expected to increase traffic volumes to the <br /> affected intersection and is not located near tunnels, underpasses, canyons, <br /> or below-grade roadways where carbon monoxide would concentrate. In <br /> addition, the project would not be expected to generate a substantial <br /> number of new vehicle trips that would generate a considerable net <br /> increase of criteria air pollutants or violate an air quality standard. <br /> Demolition of the existing building and construction of the proposed project <br /> is expected to generate short-term impacts related to construction activities <br /> (e.g., clearing/grubbing, site grading, etc.).
