Would the project: <br /> a) Conflict with or obstruct implementation of the [ <br /> applicable air quality plan? <br /> b) Result in a cumulatively considerable net increase j X <br /> of any criteria pollutant for which the project <br /> region is non-attainment under an applicable <br /> federal or state ambient air quality standard <br /> (including releasing emissions, which exceed <br /> quantitative thresholds for ozone precursors)? <br /> c) Violate any air quality standard or contribute X <br /> substantially to an existing or projected air quality <br /> violation? <br /> d) Expose sensitive receptors to substantial pollutant X <br /> concentrations? <br /> e) Create objectionable odors affecting a X <br /> substantial number of people? <br /> DISCUSSION <br /> a.-c. An air quality plan is intended to bring a region's air quality into compliance <br /> with State and Federal requirements. The BAAQMD, in cooperation with the <br /> Metropolitan Transportation Commission (MTC) and the Association of Bay <br /> Area Governments (ABAG), has developed the 2010 Clean Air Plan <br /> (adopted in September of 2010) and the 2005 Ozone Strategy (adopted in <br /> January of 2006). The assumptions and growth projections used in these <br /> documents rely on the General Plans of communities. Projects that are <br /> found to be consistent with the General Plan (as is the case with the <br /> proposed project) are considered to be consistent with applicable air <br /> quality plans. Therefore, this would be a less-than-significant-impact. The <br /> BAAQMD published the CEQA Air Quality Guidelines in May of 2011 . These <br /> guidelines establish screening criteria with which to provide a conservative <br /> indication of whether the proposed project could result in potentially <br /> significant air quality impacts. If the screening criteria are met by the <br /> proposed project, then no additional air quality analysis is necessary. The <br /> 17 <br />
