BACKGROUND <br /> The Parking and Business Improvement Area Law of 1989 (Streets & Highways Code <br /> 36500, et seq.) requires the City Council to use a three-step process to levy the annual <br /> assessment for the PDA Business Improvement District. The three steps are as follows: <br /> • Ratify an advisory board to prepare the PDA annual report and budget (completed <br /> on August 19, 2014). <br /> • Accept the report and budget and set a public hearing to levy the assessments <br /> (completed on September 16, 2014). <br /> • Open and close a public hearing and adopt by resolution the assessments (to be <br /> completed on October 21, 2014). <br /> Over the past 25 years, these steps have been conducted annually to formally levy the <br /> BID assessment. <br /> Over this same time, the City has had an agreement with the Pleasanton Downtown <br /> Association to administer the Downtown BID; the most recent agreement was approved <br /> by the City Council on November 3, 2009. Through the terms of that agreement for the <br /> past fifteen years the Pleasanton Downtown Association has operated under the <br /> California and National Main Street model. The Main Street approach builds on a <br /> downtown's inherent assets by preserving the rich architecture and traditional values, <br /> while underscoring the district's strength as an economic center by supporting local <br /> business initiatives. This program includes having a specific organizational structure to <br /> ensure that all aspects of managing the downtown district are addressed. As such, the <br /> PDA has maintained a full-time Executive Director, a Board of Directors elected by the <br /> downtown businesses as members of the organization, and four active committees, <br /> including: Organization Committee (serving as the Executive Board), Design Committee, <br /> Economic Restructuring Committee (renamed to Downtown Vitality Committee to more <br /> accurately reflect its work) and Promotions and Marketing Committee. PDA's committees <br /> continue to be active in discussing current issues that affect the downtown and <br /> developing activities and programs to assist the downtown business community. <br /> DISCUSSION <br /> Business Improvement District Assessment <br /> The 2015 PDA annual assessment revenue is budgeted at $65,500, which is similar to <br /> the revenue generated in 2014. As previously noted, there is no recommended change <br /> in the District boundary and no change in the method of levying the assessment for <br /> 2015. The assessment formula will continue to be based on a business' annual <br /> business license tax and calculated as follows: <br /> • businesses located curbside and downstairs on Main Street are assessed at two <br /> times (2X) their business license tax; <br /> • businesses with a Main Street address located upstairs, or not curbside, are <br /> assessed at a rate of one and a half times (1'/%X) their business license tax; <br /> Page 2 of 4 <br />
