• all other businesses (those located off Main Street) pay an amount equal to one <br /> times (1X) their business license tax. <br /> The minimum assessment is $50 and the maximum is $350. Non-profit businesses <br /> located within the Downtown area are not assessed. <br /> Included in the current agreement between the City and the PDA, the City contributes <br /> funds to match the annual assessment revenue. This $131,000, consisting of the <br /> assessment revenue generated by the business in the BID and the City's matching <br /> funds is projected to account for approximately 31% of the PDA's total 2015 funding <br /> sources. Events planned during the year are projected to account for approximately <br /> 53% of the PDA's total 2015 revenue, while associate memberships and corporate <br /> sponsorships account for the remaining 16% of the 2015 funding sources. <br /> As the first two steps in the process have been successfully completed, the Council is <br /> asked to adopt a resolution (Attachment 1) to approve and levy the Downtown Business <br /> Improvement District assessment for 2015. <br /> City-PDA Agreement <br /> To continue to participate as a full partner with the PDA, the proposed agreement <br /> renewal maintains the City's match to the annual assessment revenue generated by the <br /> businesses within the downtown. As before, the City will contribute to the PDA the same <br /> amount of money that businesses are willing to tax themselves for the services of the <br /> Association as a strong downtown association results in a more economically vibrant <br /> downtown. The agreement requires the PDA to submit an annual budget to the City <br /> Council for review and consideration, as well as have an annual audit or review by an <br /> independent certified public accountancy firm. The current level of funding to the PDA is <br /> budgeted at approximately $65,500 per calendar year. <br /> To clearly identify the role of the Pleasanton Downtown Association, the agreement <br /> (Attachment 2) articulates that the PDA will market and promote the downtown to <br /> enhance the vitality of the district for the benefit of the businesses located within the <br /> district and the community. Within this context, the agreement acknowledges the annual <br /> goals and priorities developed by the PDA Board of Directors and directs those be <br /> shared with the City Council and City staff for discussion and identification of <br /> opportunities for joint implementation, generally as part of the City Council's work plan <br /> review process. This will channel the City's and PDA's work toward those initiatives <br /> deemed most beneficial and timely for the downtown district. <br /> Included in the agreement is direction that the PDA focus its resources on efforts that <br /> are intended to draw patrons to the downtown. Understanding that events impact <br /> businesses in different ways, this proposed agreement limits the PDA to 10 Main Street <br /> closures per year (as did the previous agreements). The Association is free to change <br /> the events, but not add additional events that require Main Street to be closed. This <br /> limitation does not apply to street closures for other organizations or for City sponsored <br /> events. The agreement also describes that the PDA shall work to further the goals and <br /> initiatives of the City's Downtown Specific Plan as well as participate in the development <br /> of amended or new objectives and elements of the plan. <br /> Page 3 of 4 <br />
