THE CITY OF 5 <br /> Inte CITY COUNCIL AGENDA REPORT <br /> pLEASANTONe <br /> October 21, 2014 <br /> Economic Development <br /> TITLE: ADOPT A RESOLUTION LEVYING THE PLEASANTON DOWNTOWN <br /> BUSINESS IMPROVEMENT DISTRICT ASSESSMENT FOR 2015 AND <br /> APPROVE AGREEMENT RENEWAL BETWEEN THE CITY OF PLEASANTON <br /> AND THE PLEASANTON DOWNTOWN ASSOCIATION TO ADMINISTER THE <br /> DOWNTOWN PLEASANTON BUSINESS IMPROVEMENT DISTRICT <br /> SUMMARY <br /> The Pleasanton Downtown Association (PDA) Advisory Board 2014 annual report and <br /> 2015 budget were presented to and approved by the City Council on September 16, <br /> 2014. The PDA Advisory Board report and budget recommends no modifications to the <br /> Pleasanton Downtown Business Improvement District (BID) boundaries and no change <br /> in the method of levying the assessment for 2015. As well, the agreement between the <br /> City and the PDA that formalizes the PDA's administration of the downtown BID expires <br /> on November 4, 2014. PDA and City staff are supportive of renewal of the agreement <br /> for a five-year term. The Council is thereby asked to hold a public hearing and approve <br /> and levy the Downtown Business Improvement District assessment for 2015 and renew <br /> the agreement for the PDA's administration of the Downtown Business Improvement <br /> District. <br /> RECOMMENDATION <br /> Staff recommends the Council hold a public hearing and adopt a resolution levying the <br /> Pleasanton Downtown Business Improvement District assessment for 2015, and <br /> approve the renewed agreement between the City of Pleasanton and the Pleasanton <br /> Downtown Association to administer the Downtown Pleasanton Business Improvement <br /> District. <br /> FINANCIAL STATEMENT <br /> The City agreement with the Pleasanton Downtown Association requires the City to <br /> match the annual assessments paid by businesses in the Downtown Business <br /> Improvement District. In 2015, the City's matching funds (budgeted in the General <br /> Fund) will be approximately $65,500. In addition to the direct City contribution, the City <br /> contributes to the PDA by funding staff time to administer the PDA assessments and <br /> agreement, assistance and staff time for special events, as well as the cost to maintain <br /> downtown planters, clean sidewalks, coordinate garbage pickup, and other <br /> infrastructure and logistical efforts. <br />
