Public Hearing: PUD-106, John Gutknecht for Habitec Architecture —Consider introduction of an <br /> ordinance approving a PUD Development Plan for the construction of an automobile dealership <br /> consisting of an approximately 31,792 sq. ft. building with a 2,175 sq. ft. service canopy and 1,250 <br /> sq. ft. car wash, and related site improvements on the Auto Mall site at Staples Ranch <br /> Associate Planner Shweta Bonn presented a brief staff report, stating that Habitec Architecture, on <br /> behalf of Chrysler-Jeep-Dodge, has submitted an application for a Planned Unit Development (PUD) for <br /> the construction of an automobile dealership at the Auto Mall site at Staples Ranch. The approximately <br /> 37-acre Auto Mall site is located north of Stoneridge Drive, south of Interstate 580, east of the <br /> Continuing Life Communities site, and west of El Charro Road. Of the 37 acres, the applicant proposes <br /> to acquire approximately 16 acres located west of El Charro Road, 5 acres of which would be <br /> developed as part of this project with the remainder expected to be subdivided into two lots in the <br /> future. <br /> The site plan is designed to allow access via a road from Stoneridge Drive shared with the recently <br /> approved CarMax application. While access from El Charro Road is still shown on the plans, this has <br /> been eliminated from the applicant's proposal. If it were to be requested by future developers of the <br /> remaining lots, the applicant and staff agree that access from El Charro Road will be reconsidered, <br /> subject to the Pre-Development and Cooperation Agreement. <br /> Ms. Bonn provided renderings of the conceptual landscape plan and elevations. She directed the <br /> Council's attention to one Condition of Approval which requires the applicant to provide a modified <br /> south façade, which faces Stoneridge Drive, to include an enhancement of some sort that could include <br /> vertical trellises with trained vines or another alternative. <br /> The Planning Commission reviewed the proposed project at a workshop on July 23, 2014 and a public <br /> hearing on August 27, 2014. At the July workshop, the Commission asked the applicant to increase the <br /> pedestrian connectivity between all three lots. The applicant subsequently added sidewalks and <br /> pedestrian crossings at the intersections. One other comment related to access from El Charro Road, <br /> which has since been removed from the project scope. At its August hearing, the Planning Commission <br /> unanimously recommended approval of the project by the Council. <br /> Vice-Mayor Pentin referred to Condition of Approval No. 2 and confirmed with staff that Stoneridge <br /> Drive is not considered a residential street for the purposes of vehicle test drives.
